In Massachusetts, a special state commission studying the possibility of legalizing online gambling met last week and could soon reportedly recommend an all-inclusive approach to the industry in the future. The Special Commission on Online Gaming, Fantasy Sports Gaming and Daily Fantasy Sports held a public hearing on June 6 to take the temperature of its members and the group is now set to make its final recommendations by July 31.

“There’s the gaming option, a type of structure where we have a separate law that would govern this, the omnibus approach, which is where we would give some authority some authority to oversee all of this, or to just simply let it play out for some time or more going forward.” Joseph Wagner, a Democratic member of the Massachusetts House of Representatives and Co-Chairman for the group, reportedly told the Statehouse News Service after the hearing. ADG Allocates Event Wagering License to Tonto Apache Sports Betting

The Arizona Department of Gaming (ADG) has allocated an event wagering operator license to Fanatics Betting and Gaming as the designee for Tonto Apache Sports Betting, an organization of the Tonto Apache Tribe, pursuant to A.R.S. § 5-1304 and A.A.C. R19-4-105 and 106.

 

 

On January 16, 2024, ADG announced that it would begin accepting applications for available event wagering licenses, which included one event wagering license reserved for Arizona tribes and no less than one event wagering license reserved for Arizona Sports Franchises, as defined in A.R.S. § 5-1301(7).

 

The application window for event wagering licenses opened on February 16, 2024, and closed on March 4, 2024. Applicants were required to submit their completed applications within this timeframe in order to have been considered for an event wagering license.

 



Bettors Send Iowa Retail Sportsbooks to Third February Loss In Five Years.

The Iowa Racing and Gaming Commission reported retail sportsbooks in the Hawkeye State took a collective loss of $215,242 in February on Wednesday, likely driven by the Kansas City Chiefs repeating as Super Bowl champions.

 

 

The state agency does not parse out specific sports betting numbers for Super Bowl wagering, but these outcomes have been common in Iowa when Kansas City emerges victorious. Each time the Chiefs have lifted the Lombardi Trophy in 2020, 2023, and 2024, the state’s brick-and-mortar venues have finished February in the red when adding up the totals.

 

 

With Chiefs Kingdom reaching beyond Kansas‘ borders, sportsbooks had a middling February overall in the Hawkeye State. Operator revenue totaled $13.6 million, up 14.6% from the previous year. Much of that increase can be traced to the 13.8% year-over-year surge in handle to $220.6 million since the 6.2% hold was practically flat versus 2023.

 

February’s handle dropped 15% compared to January, while revenue plunged 38.3% as the hold for the first month of the year was 2.3 percentage points higher. The state collected $936,700 in taxes, and the $2.4 million collected in the first two months of 2024 is running $559,700 ahead of last year’s pace.

 



Pennsylvania State Senator Wayne Fontana to Introduce Bill Prohibiting Credit Card Use on State Online Gambling Sites.

Pennsylvania State Senator Wayne Fontana has announced that he plans to introduce a bill that would make the use of credit cards for online gambling illegal. The legislation would cover the gamut of gaming in the state, including online casino games, sports betting, fantasy sports, and internet lottery. Fontana did not mention poker, but one would assume that is included, as well.

 

“Online gaming and sports betting is growing exponentially, especially with young adults, at the same time, credit card debt is climbing. So, we need to make sure the greater access to gambling isn’t leading to burdensome or crippling credit card balances.” said Senator Fontana on his website Friday.

 

In a Senate Co-Sponsorship Memorandum last week, Fontana expressed concern for both rising credit card debt and problem gambling. He cited the 2022 Online Gaming Report by Penn State University that found that 36% of those who gambled online reported “at least one” gambling problem.

 

 

Credit cards provide easier access to funds for gambling, which, in turn, can contribute to gambling addiction and increased credit card debt.

 

 

Senator Fontana did not provide an exact date as to when he would introduce the bill, though, only saying that it would happen “soon.” March is a good guess, as Fontana noted that it is National Problem Gambling Awareness Month.

The Alabama gambling bill that would have represented one of the biggest expansions of gaming anywhere in the U.S. is now a niche proposal that would legalize lottery only.

 

The Senate Tourism Committee late Tuesday stripped the bill of retail and online sports betting, along with the chance to build seven brick-and-mortar casinos.

 

The change came after several contentious meetings during which Black Senators said their caucus was being left out of the discussion, religious and responsible gaming groups said those at risk needed more protections, and a representative from the Poarch Band of Creek Indians said the tribe was not 100% behind the expansion.

 

 

The tribe owns and operates three physical casinos in the land and potentially would have had the opportunity for one more off the reservation. Robbie McGhee, representing the tribe, had testified previously that it wouldn’t get behind a bill that it did not consider good business.

 

The bill, which is a constitutional amendment, needs a three-fifths majority to pass before it gets on the ballot.

 

The latest proposal would allow for some gambling at existing racetracks and bingo halls across the state. It also calls for a special election Sept. 10 for voters to approve the measure. Alabama is currently one of five states in the U.S. that does not have a lottery.

 

Proposal must clear Senate, go back to House

The bill is now headed to the full Senate for a vote, and should it pass there, would have to go back to the House for approval due to all of the changes. Lawmakers have time to continue to massage the proposal before the legislature’s planned adjournment May 20.

 

The bill, which is a constitutional amendment, needs a three-fifths majority to pass before it gets on the ballot.
