The NFL betting policy, which had been facing criticism, now includes stricter penalties for players wagering on their own team. However, it reduced penalties for players wagering on non-NFL games while at work. 

Ten players have been handed various suspensions in 2023 for betting violations dating back to last season. These changes mean that Detroit Lions WR Jameson Williams and Tennessee Titans OL Nick Petit-Frere will be reinstated Monday after serving four-game suspensions. Williams and Petit-Frere had been subject to six-game suspensions for betting on non-NFL games under the previous policy.

Dekkers only 20 when he allegedly wagered.

“ We are working with the NFL Players Association to develop a program to educate players regarding the changes to the policy and that program will roll out shortly,” Goodell said.

Statement on new NFL betting policy

A joint statement from the NFL and NFLPA reads: 

“ The NFL and NFL Players Association share a longstanding and unwavering commitment to protecting the integrity of the game. The NFL periodically reviews the gambling policy in consultation with the NFLPA and clubs to ensure it is responsive to changing circumstances and fully addresses this commitment.”

The 2023 NFL season will begin with 10 players suspended for sports gambling and will end with a Super Bowl played near more than 60 legalized Las Vegas sportsbooks. 

Per the new rules: 


- Actual or attempted game fixing: permanent banishment from the NFL

- Betting on NFL football: indefinite suspension, minimum of one year; becomes minimum of two years if player bets on an NFL game involving his team.

- Inside information and tipping: indefinite suspension, minimum of one year

- Third party or proxy betting: indefinite suspension, minimum of one year


Lesser NFL betting penalties at work

The NFL also changed its policy on players wagering while using team facilities or otherwise ‘on the clock’ for business: 


- First violation: two-game suspension without pay.

- Second violation: six-game suspension without pay.

- Third violation: suspension without pay for at least one year.

Virginia Beach business owners have pulled the plug on skills games in compliance with a newly initiated ban.

Virginia Beach business owners have pulled the plug on skills games in compliance with a newly initiated ban, according to a local report in The Virginian-Pilot.

The city of Virginia Beach began enforcing Virginia’s statewide ban on skill games as of November 26. The state passed a law banning skill game kiosks during 2020. However, the restriction was lifted at the beginning of the Covid-19 pandemic to provide “desperately needed revenue for small businesses.”



Following the 2020 ban, the gaming industry pushed back to appeal the matter in court. Both groups reached a legal standstill in December 2021. Up until the recent ruling, no formal decision had been made on the case.

To end the two-year legal dispute, the Virginia Supreme Court recently ruled in favor of banning games of skill.

Several state lawmakers asked Governor Glenn Youngkin to delay enforcing the ban because of the impact it could have on small business owners, according to the local report. Eleven senators and delegates sent a letter earlier this month, detailing their reasons why the ban should not be enforced at this time.

The letter reads, “Small businesses in our communities are reeling and fearful that they may be forced to lay off employees or even close their doors for good without the income and stability these games provide.We collectively request that your administration and the departments it oversees delay enforcement of the skill games currently in operation until the (legislature) can convene in 2024 to develop clarity.”

Though skill games are now banned in Viriginia, the state’s Lottery Board recently gave Danville’s Caesars Virginia casino an operating license for its temporary casino location, which opened this spring.



Caesars said it expects its permanent casino to open in 2024. Caesars Virginia is the third casino to take up residence within Virginia’s borders.

Loto-Québec does not understand why the proposal to reduce the number of VLTs in the city of Montreal by 20 percent.

Months ago, Montreal public health has made a recommendation against the proposed plan to install around 300 video lottery terminals at Taverne 1909, a four-storey building next to the Bell Centre.



A nearly 40-page report on the proposed gaming centre details the potential harms associated with opening a mini-casino-type establishment in the heart of the city's downtown, a stone's throw from the Montreal Canadiens' home arena.



According to Montreal Public Health data, the number of visitors to the Montreal Casino has steadily decreased since 2005, but online gaming has gone up significantly.

The report says a new gaming hall would "result in a substantial change in the supply" of gaming machines.



Concordia sociology professor Sylvie Kairouz helped write the opinion for public health. She said that research from the past two decades has shown that VLTs are "built for addiction."

"They are, in terms of the way they work, the way they reward the player, the speed of the game, there are all the electronic dimensions of those machines that make them very addictive, which means that people are more likely to lose control when they gamble on those machines compared to any other type of gambling activity," she said.

The report added that VLTs at a depanneur or local pub do not have the same impact as those in a space like the Bell Centre with its massive crowds.

"We're bringing them at the centre where there is the most people circulating among the residents, but also from outside other areas that are coming to this hub actually," said Kairouz.



Drouin speaking with media but not with us

In a statement, Loto-Québec said it was taken aback by Drouin's public statements."We are stunned that Montreal Public Health would decide to send its report — and grant interviews — to journalists, instead of the main party concerned, Loto-Québec," reads the statement.

"We're especially surprised given that we've been working with Montreal Public Health on this matter for two years."

Loto-Québec also said it has a hard time understanding why its plan to reduce the number of video lottery machines by about 600 would be considered a bad idea.

Missouri Secretary of State Jay Ashcroft has signed off on ballot language for a sports betting campaign. One version, of eight, will be put to a vote and require 170,000 signatures from Missouri locals to place the question fully on the ballot.

Missouri’s professional sports teams have been petitioning for legalized sports betting since September. Meanwhile, republican Representative Dave Griffith proposed in October that the Show-Me State should boost taxes on casinos and legalize sports betting to generate more revenue that would go to nursing homes providing care to military veterans.



The St Louis Cardinals baseball team, St Louis Blues hockey team and St Louis City soccer club have all been part of the movement, but the Cardinals have taken the lead. Cardinals president Bill DeWitt III recently said the next step would be to discuss strategy with the mobile gaming app industry for signature collection within the next two weeks.



Pro sports teams getting frustrated they view sports wagers as a competitive disadvantage.

DeWitt said of the signature process, “I would be thrilled if we could get legislative action because then we wouldn’t have to do it. I’m hopeful, but I’m also being realistic.” He also hopes to avoid a costly media campaign, which may be possible if the House and Senate could reach an agreement by spring.

According to local reports, a Remington Research Group poll on behalf of the Missouri Scout political newsletter found that of 711 voters 54% opposed legal sports betting, 26% were in favor of it and 20% were not sure how they felt at this time.

Atlantic City Casino Revenue Tops 2019 Levels but…

Compared with October 2019, last month represented a nearly 13% improvement in legacy gaming, which is defined as in-person gaming. The $228 million includes revenue won by physical slot machines and table games in Atlantic City.

October wasn’t an exception, as 2023 has been good for the land-based casinos throughout most of the year. Through 10 months, gross gaming revenue (GGR) for the nine physical casinos is $2.4 billion. That’s a 1.9% improvement in 2022 and 6.5% better than the same 10 months in pre-pandemic 2019.


James Plousis, chair of the New Jersey Casino Control Commission, say that last month was the second-best October in 12 years for brick-and-mortar properties.


Continued Growth

Last month was also a strong showing for New Jersey’s online casinos and oddsmakers that take bets in-person at the nine casinos and three horse racetracks via the internet through their third-party sportsbook platforms.

iGaming GGR, money won from interactive table games, and poker came in at $166.8 million — a 13.3% year-over-year jump. Oddsmakers won about $92.3 million of the nearly $1.3 billion in bets wagered.

Online casino revenue and sports betting continue to expand in the Garden State. Just four years ago, in October 2019, iGaming win totaled $45.2 million. Oddsmakers won $46.4 million that same month.

The New Jersey gaming industry generated a GGR of $487.13 million in October 2023. The haul represents a 9.3% year-over-year premium and a 66% surge in October 2019.

Atlantic City’s recent investments in the casino hotels and their attractions, together with the strength of New Jersey’s online casinos, are proving to be a winning combination for the gaming industry as well as the economy of the city, the region, and the state,” said Plousis.



New Jersey is on the path to surpass $5 billion in total gaming revenue this year, marking just the third time in state history. Atlantic City won more than $5 billion in both 2005 and 2006 when there were 12 casinos in operation but no sports betting or iGaming.


Now the Bad

The New Jersey and Atlantic City gaming industries are thriving by most data points. However, there are some concerning numbers, specifically that six of the nine casinos have won less money on their physical floors this year than in 2019.



Only Borgata, Hard Rock, and Ocean, which respectively lead the Atlantic City casino industry, have won more money this year. The rest have experienced gaming reductions.

As planned at 7:30 pm local time, just over 30,000 fans gathered around the F1 pit building, located on the northeast corner of Harmon Avenue and Koval Lane, and the surrounding stands. Las Vegas converted into a state-of-the-art racing track.
