New changes on bio security protocols in Colombia for casinos and commercial establishments

After almost a year in which Resolution 666 of 2020 generally governed all biosecurity protocols against Covid-19 in Colombia, the Ministry of Health and Social Protection issued a new administrative act with the guidelines in force for pandemic control.

 

In this regard, the Minister of Health and Social Protection, Fernando Ruiz Gómez, stated that “as scientific evidence has advanced in the management of the COVID-19, there has been a need for changes to the protocols, for this reason resolution 223 of 2021 was issued”.

 

The resolution was issued on 25 February, and it has new parameters for action to maintain biosecurity.

 

The ones that will keep up are the use of masks, social distance, hand washing and the importance of ventilated environments are emphasized, whenever possible, doors and windows should be kept open for natural air exchange.

 

Like the provision of alcohol and disinfectant gel for use in the hands and surfaces that are highly exposed to contact by different people.

 

However, changes occur in the elimination of compulsory “temperature measure and listing those entering business establishments” the Minister of Health assured. Before casinos and commercial establishments had to not only take notes and contact details of who entered to the establishment but also had to ensure that none entered with higher temperatures than 36,7.

 

The use of disinfectant carpets and wheels or shoes for reducing the transmission of the virus is not recommended anymore for cleaning and disinfection.

 

In this way, new changes are expected to be made to the mandatory protocols for casinos, which have one of the stricter protocols in all industries. This will allow these establishments to be respected in the face of the responsibilities that both economics and biosecurity should have taken.

Brazil: CBF establishes new rules and clubs can have betting house sponsorships on their uniforms

The Brazilian Football Confederation (CBF) published the new General Competition Regulations (RGC) of 20241. This document establishes the general norms and rules for the dispute of all championships organized by the entity. One of the most notable novelties of the new RGC is the regulation on betting house sponsorships on club uniforms. According to Article 114, the display of betting house brands on club uniforms is conditional on compliance with the requirements set forth in Law 14790/2023 and in the regulations of the Ministry of Finance.

 

Law 14790 on Sports Betting came into force on December 29. This rule and the regulation of the Ministry of Finance are fundamental for the implementation of the new rules on betting house sponsorships.

 

The new RGC also reinforces integrity actions and combats the manipulation of results. The CBF may request the production of a report by a company specialized in the detection of manipulation of results. In addition, sports betting companies must submit a declaration of non-involvement in any economic infringement or ethical violation related to the manipulation of sports results.

 

 






Coljuegos destroys more than 400 illegal machines and has 4,500 more ready.

In recent months, Coljuegos has dismantled illegal betting houses that would have stopped transferring nearly usd $20million annually in exploitation rights.

 

 

A total of 445 gambling elements such as slot machines, computer equipment, roulette wheels, televisions, among others, were destroyed by Coljuegos in the municipality of Itagüí, Antioquia. All these items were used in illegal gambling and were valued at nearly usd$500k.

 

 

We have another 4,600 illegal elements of games of luck and chance that will be destroyed in the coming days in municipalities such as Cali and Bucaramanga.”

 

 

Likewise, during the destruction of the items, $23,751,050 ( usd $4,500 )in coins and bills were found that were inside the electronic slot machines. These resources are constituted as a judicial deposit in the name of Coljuegos and may be transferred to health.






Rodrigo Pacheco announces senators to join the CPI sports betting commission.

Senator Rodrigo Pacheco (PSD-MG), president of the Senate, announced the senators appointed to join the Parliamentary Commission of Inquiry (CPI) on Sports Betting.

 

The CPI’s purpose is to investigate and clarify issues related to allegations and suspicions of match-fixing in Brazilian football.

 

The collegiate has scheduled its first session for Wednesday, where it will elect the president, vice-president and possibly the rapporteur. The complaints being investigated by the CPI cover players, managers, and betting companies. The creation of the CPI was announced on March 12.

 

Sports betting CPI: investigation and objectives

Senator Romário (PL-RJ) requested the CPI, which will have 11 full senators and 7 substitutes, lasting 180 days. In the application (RQS 158/2024), the senator emphasizes that sports betting represents a significant financial movement today.

 

 

It is important to highlight that football is a vital economic activity for the country. Thus, it generates tens of thousands of jobs and drives significant income generation. Therefore, it is the responsibility of the State to regulate and supervise its activities in favor of the public interest”, argues the senator.

Dominican Republic now rides the Online gambling with the publication of the regulation document.

The Ministry of Finance of the Dominican Republic has published a new resolution regulating casinos and online gambling authorization. The text establishes the requirements, administrative fees, and minimum criteria that operators must comply with to obtain a license.

 

 

Resolution 136-2024 regulates the authorization to operate the online modality of games of chance and sports betting and, as informed by the Dominican Government, such regulation will be supervised by the Directorate of Casinos and Games of Chance.

 

The publication states that the license for online casinos will be worth DOP 20,473,481 ($346,000), while that for sports betting will be DOP 15,355,111 ($260,000). A third license "for other online applications" is also indicated for DOP 10,236,740 ($173,000). Each license will be valid for five years and not transferable during the first three years.

 

Authorization of casinos and online gambling in the Dominican Republic has followed a diligent process that culminated on February 28, 2024, with the recommendation to the Minister of Finance by the Casino Commission, under the official letter DM-051-2024 signed by its president, for the issuance of the resolution that will set in motion the new regulated sector of Internet gaming and gambling in the country. 

 

The regulation contains 36 pages with seven chapters and 36 articles and was signed by Minister José Manuel Vicente.

 

 

Some of the provisions

The first chapter of the document includes a definition of each of the terms and words that characterize online gaming activity.

It also points out the requirements to be fulfilled to be an operator in the country (article 5) and details the Internal Control Procedures Manual, the requirements of the internet gaming platform, the administrative fees, and the operating conditions (article 8).

Likewise, the resolution covers all the pertinent parts of the authorization process to obtain the license, as well as operational and security aspects of the technological gaming and betting platforms, complying in Article 27 with the obligation of the operator to enforce a responsible gaming program, which includes a self-exclusion process.
