The rapporteur of the Sports Betting Law Project (PL) in the Chamber of Deputies, Adolfo Viana (PSDB-BA), intends to leave out of the text the creation of a secretariat or inspection agency for the sector, according to CNN in Brazil.
2Billions of minutes consume the Brazilian bettors each month.
Interlocutors cited by CNN about the proposal in the Planalto and in the National Congress indicate that this point will be defined by President Luiz Inácio Lula da Silva (PT), after the approval of the parliamentarians. Thus, this part would remain in the hands of the National Secretariat of Prizes and Betting, linked to the Ministry of Sports.
The new structure would oversee analyzing the documents to approve the accreditation of operators in the country, as well as controlling the volume of transactions and income.
Caixa Brazil will sponsorship 3,500 athletes, from amateurs to high-performance.
Viana planned to deliver the final text of the project at the end of the afternoon on Wednesday, September 6. Despite the expectation, there is still uncertainty about the amount of taxes on bettors and companies, as well as the destination of the revenue collected from betting regulation.

The issue was debated in a meeting between the speaker, the Minister of Finance, Fernando Haddad, and Ministry technicians. The economic team is negotiating to keep the corporate tax closer to 18 percent, the amount established in the Provisional Measure (MP) that regulated the sector as of July of this year.
On the other hand, parliamentarians insist on reducing the tax to 8%. Participants in the negotiations on the text claim that it is possible to negotiate a tax of between 12% and 14%. Parliamentarians are also working to reduce the personal tax, which is set at 30% for bets over 2,112 reais. To avoid the change, the Treasury points to the principle of priority since the amount follows the 2018 Lottery Law. Now parliamentarians are looking for a legal solution to try to reduce this tax without making the project unviable.
Among parliamentarians there is a feeling that the negotiations, despite having made progress, are more difficult than imagined. For this reason, Adolfo Viana launched a working group on Tuesday to seek dialogue with the Tourism and Sports parties, in addition to trying to end the resistance of evangelicals to the proposal.

“Thank you very much, we are going to interact with many friends and many people in the sector. This new space is important to be able to communicate clearly and to reach the public, which is the most important thing.” This is how the Coljuegos podcast begins, which launched its first episode yesterday and where Marco Emilio Hincapié talks about raffles and road machines, among others.
Why is it important to report raffles to Coljuegos?
If you are going to organize a raffle in your neighborhood, in your school, in your house, say to the gentlemen of the games or to the authorities, I am organizing this precisely to reduce that 1.5 billion in evasion, let us call on the citizens so that we bet on what is legal, as it should be, the issue of raffles, that is an issue that has been regulated by a decree of the national government in 2015.
Currently, when we see the growth of the illegality of raffles, we have influencers who raffle cars, influencers who raffle houses, who raffle farms, raffles that are also everywhere on ballots, people are raffling and raffling, so they became a problem, in light of that we presented a draft decree to the national government and that decree will allow not one raffle per year but 2 monthly raffles, it will allow for the existence of a raffle manager, who is the interested party, can be a natural person or legal person, and an operator, who is the one who is responsible to the with the games for all that activity to control to see that the necessary policies were effectively established to opt for the realization of the raffle.
There are several benefits that this new Coljuegos project offers, a way to increase our resources that currently, let's say there are some surveys that place us losing 1.5 usd Million a year in transfers for health, whether from the raffles.
So with this new law we say to the organizers "you are legalized, you have the authorization and you will not be pursued for money laundering" then those who are in that activity will feel that they can have a break in the resources, justify where those resources come from, with a legal activity with an activity authorized by Coljuegos and we will increase those monopoly incomes for the health of Colombians.
Roberto Arroyo, a deputy for the Social Christian Party (PSC), sent a letter to the Minister of the Interior and Public Security, Carolina Tohá, to request detailed information regarding the actions carried out by the Undersecretariat of the Interior and the Undersecretariat of Crime Prevention to confront the proliferation of illegal casinos and gambling halls throughout the country. It is not the first one related to the operation of gambling in Chile that he has presented.
At the beginning of the month, he presented another in which he requested the National Association of Professional Football (ANFP) to report on the sponsorship contracts that it had signed with online sports betting houses. The document is addressed to the president of the ANFP, Pablo Milad, who is asked to know the current status of said contracts, taking into account that both the Supreme Court and the Executive Branch stated that they were illegal operations.
The legislator said: “We have many pending issues with the ANFP regarding the fact that they continue to use advertising for betting houses despite the fact that the Supreme Court has delivered its verdict and the Minister of Justice also established that their contracts were illegal.” In this regard, Arroyo asked “How lawful or legal can it be for sports clubs to use a logo for something that is illegal? Because in Chile it has already been determined that all betting systems were prohibited.”
The deputy, who is a member of the Sports and Recreation Commission of the Chamber of Deputies, extended the letter to the Ministry of Justice to find out if they are aware of the contracts between the betting houses and the ANFP and, if they continue to incur in illegality, to take action “on the matter.” It should be remembered that in September 2023 and in accordance with what was established by the Supreme Court of Chile in a ruling, five football clubs made official the withdrawal of online betting house advertising from their uniforms on the last date of the First Division championship.
These are Coquimbo Unido, Deportivo Ñublense, Everton de Viña del Mar, Audax Italiano and Unión La Calera, which had signed sponsorship contracts with the Betway betting house in January 2022. On the other hand, in October of that same year, the National Professional Football Association (ANFP) ended the link with Betsson, the main sponsor of the first two categories of national football, by the company's own decision, which chose to terminate it.
The Federal Court of Appeals of Mar del Plata confirmed the preventive detention of three defendants accused of forming an organization dedicated to the exploitation and fraudulent administration of games of chance and the laundering of assets from that activity.
In the largest operation carried out in Argentina, several people were captured who, according to the Prosecutor's Office, "would have been dedicated to the organization and exploitation of different types of games of chance through online betting, which would have been developed without authorization from the control authority in a planned and coordinated manner."
The Public Prosecutor's Office (MPF) stated that these are "conducts that cause serious harm to children and adolescents and to society as a whole, distorting the value of effort and work for the achievement of human development."
The magistrates, who also confirmed the embargoes ordered by investigating judge Santiago Inchausti, maintained that the large amount of money and assets in the accounts belonging to the accused (crypto dollar or USDT at least since 2021), undoubtedly "leads to the assertion that they took advantage of the pseudo-anonymity and the difficult traceability that cryptocurrency operations present, to conceal the receipt of significant sums into their Binance accounts."
Buenos Aires legislators Graciela Ocaña and María Sol Méndez filed a criminal complaint yesterday for an “alleged illicit association” against the Argentine Football Association (AFA) based on “situations of alleged bribery and possible manipulation of sporting events, more precisely of football matches of the Argentine soccer promotion, in order to obtain an extraordinary profit through sports betting associated with those results.”
“One of the winning bets would have been made from the personal account of the son of the president of the Club, Federico Felippa, who would have been a necessary participant in the manipulation of the final score that would have allowed him to win an online bet,”
They also ask to investigate the AFA leadership for possible “bribery and influence peddling,” “simple and coercive threats” and “sports corruption.” Among the suspected matches is the defeat of Atenas de Río Cuarto at the hands of Juventud Unida de San Luis on September 29, which led to the criminal complaint against the leadership of the Córdoba club by officials of the provincial lottery.
“These shameful episodes would have allowed those involved to obtain extraordinary profits of at least four million pesos, by simply betting on a 3-0 defeat for Athens, which would be added to a prize for correctly predicting the two goals conceded in the first half, and combinations of how many players were going to be cautioned,”
The new tax framework, which includes sports betting houses and e-sports platforms, will come into force in April 2025. This regulation includes both local and international platforms, which operated without an established tax scheme.
Since August 2024, streaming platforms such as Netflix and Max adjusted their rates due to the application of the General Sales Tax (VAT). This measure, promoted by the Ministry of Economy and Finance (MEF), seeks to expand the tax base by including non-domiciled foreign companies that offer digital services to Peruvian users.
According to the regulations, sports betting and e-sports will not be subject to VAT, but they will be subject to ISC. Sunat pointed out that this approach allows a more specific approach to the social and economic risks associated with these activities. As it is a rapidly growing sector, tax regulation seeks to establish a balance between the promotion of economic activity and the protection of consumers.
The VAT applied to digital services has allowed the State to collect additional income, leveling the competitive conditions between local and international companies. According to the MEF, this initiative seeks to ensure that all digital market players contribute to the country's economic development.
Although digital betting platforms are not subject to VAT, their inclusion under the ISC reflects a strategic approach by the government to address different sectors of the technology market. Together, these measures will allow for more efficient control of digital services and strengthen tax collection.
