It granted the Nation exclusive rights over three Class III gaming operations in Western New York: <strong>Seneca Niagara Resort &amp; Casino in Niagara Falls, Seneca Buffalo Creek Casino in Buffalo and Seneca Allegany Resort &amp; Casino in Salamanca<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"782\" height=\"522\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-26.png\" alt=\"\" class=\"wp-image-19030\" style=\"aspect-ratio:1.4987277353689568;width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-26.png 782w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-26-300x200.png 300w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-26-767x512.png 767w\" sizes=\"auto, (max-width: 782px) 100vw, 782px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Rob Ortt<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The original framework exchanged exclusivity for state payments: <strong>18% of net drop in years 1\u20134, 22% in years 5\u20137 and 25% in years 8\u201314<\/strong>. The compact had an initial <strong>14-year term<\/strong> followed by an automatic seven-year renewal. A dispute over those payments escalated in 2017 and ended in 2022 with the Nation paying approximately <strong>US$564\u2013565 million<\/strong> after years of litigation. J. Conrad Seneca now says the preliminary new compact does not include revenue sharing because New York did not offer new market protections, additional exclusivity or equivalent expansion opportunities. He also says the Nation proposed maintaining direct payments to <strong>Buffalo, Niagara Falls and Salamanca<\/strong>, but the state rejected that structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"743\" height=\"497\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-27.png\" alt=\"\" class=\"wp-image-19031\" style=\"aspect-ratio:1.4949238578680204;width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-27.png 743w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-27-300x201.png 300w\" sizes=\"auto, (max-width: 743px) 100vw, 743px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Robert Restaino<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hochul, by contrast, says <strong>\u201cthere is currently no agreement.\u201d<\/strong> State Senator <strong>Rob Ortt<\/strong> questioned the contradiction, noting that without exclusivity or payments, the two core pillars of the original model disappear.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"757\" height=\"517\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-28.png\" alt=\"\" class=\"wp-image-19032\" style=\"aspect-ratio:1.4651741293532339;width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-28.png 757w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-28-300x205.png 300w\" sizes=\"auto, (max-width: 757px) 100vw, 757px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"> <em>Kathy Hochul<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Niagara Falls Mayor <strong>Robert Restaino<\/strong> warned that the city could lose between <strong>US$11 million and US$13 million annually<\/strong> if revenue sharing ends. Conrad Seneca<\/strong>, with <strong>Al E. George<\/strong> as Treasurer and <strong>Lenith Waterman<\/strong> as Clerk. Seneca Gaming Corporation is headed by <strong>Kevin Nephew<\/strong>, with <strong>Kimberlee Dunlop<\/strong> serving as COO. In New York, the <strong>Gaming Commission<\/strong> is chaired by <strong>Brian O\u2019Dwyer<\/strong>, with <strong>Robert Williams<\/strong> as Executive Director.
