The ruling supports the position of the <strong>Ministry of Finance<\/strong>, led by <strong>Nirmala Sitharaman<\/strong>, the <strong>Central Board of Indirect Taxes and Customs (CBIC)<\/strong> chaired in 2026 by <strong>Vivek Chaturvedi<\/strong>, and the <strong>Directorate General of GST Intelligence (DGGI)<\/strong>. The decision is based on the <strong>Central Goods and Services Tax Act, 2017<\/strong> and the tax reform implemented on <strong>1 October 2023<\/strong>, which taxes the total wagered amount rather than only gross gaming revenue, commissions or platform fees. The rate will be <strong>20%<\/strong> for Filipino citizens and resident foreigners, and <strong>25%<\/strong> for non-resident foreigners not engaged in trade or business in the country. The tax applies to the <strong>gross jackpot amount<\/strong>, without deductions for service charges, commissions or administrative fees. The measure, implemented under the <strong>National Internal Revenue Code<\/strong>, covers fixed and progressive jackpots from table games, electronic gaming machines and bingo games. The BIR official cited in the measure is commissioner <strong>Charlito Martin R.
