If completed at the proposed height, the buildings would surpass Malaysia\u2019s Petronas Towers and could become the tallest twin towers in the world. The complex would include an international convention centre, performing arts venue, shopping mall, offices, luxury residences, a casino, a digital art museum, elevated tropical gardens, a sky ballroom and helicopter landing pads. The framework requires large casino projects to form part of an integrated tourism and entertainment complex and to meet a minimum investment threshold of <strong>$2 billion<\/strong>.
