The policy became operational on <strong>January 1, 2023<\/strong>, when local authorities stopped renewing the required business-premises licences.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"269\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting2.png\" alt=\"\" class=\"wp-image-18093\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting2.png 1000w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting2-300x81.png 300w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting2-768x207.png 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Operators affected included <strong>STM Lottery Sdn Bhd<\/strong> and <strong>ENE (Penang) Sdn Bhd<\/strong>, both holders of valid federal pool-betting licences issued under <strong>Section 5 of the Pool Betting Act 1967<\/strong> by the <strong>Minister of Finance<\/strong>. As of August 2026, the ministry is headed by <strong>Dato\u2019 Seri Anwar Ibrahim<\/strong>, alongside <strong>Amir Hamzah Azizan<\/strong> as Minister of Finance II.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"512\" height=\"326\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting3.png\" alt=\"\" class=\"wp-image-18094\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting3.png 512w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/08\/malaysia-kedah-loses-another-battle-to-ban-legal-betting3-300x191.png 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Dato\u2019 Seri Anwar Ibrahim<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Alor Setar High Court<\/strong> ruled on <strong>June 20, 2024<\/strong> that Kedah\u2019s policy was unlawful, irrational and unconstitutional. On <strong>December 12, 2025<\/strong>, the Court of Appeal upheld that ruling by a <strong>2\u20131 majority<\/strong>, with <strong>Datuk Faizah Jamaludin<\/strong> and <strong>Datuk Dr Lim Hock Leng<\/strong> in the majority and <strong>Datuk Azizah Nawawi<\/strong> dissenting.
