It also provides for a minimum of <strong>30% of security personnel to come from authorized external security providers<\/strong>, where applicable, and employment restrictions for individuals with certain unexpunged criminal convictions.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"735\" height=\"473\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-288.png\" alt=\"\" class=\"wp-image-19672\" style=\"aspect-ratio:1.5555555555555556;width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-288.png 735w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/10\/image-288-300x193.png 300w\" sizes=\"auto, (max-width: 735px) 100vw, 735px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"> <em>L\u01b0\u01a1ng Tam Quang<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Separately, <strong>Decree No. 391<\/strong>, signed by Deputy Prime Minister <strong>Nguy\u1ec5n V\u0103n Th\u1eafng<\/strong>, establishes maximum fines of <strong>VND 200 million for companies and VND 100 million for individuals<\/strong>. Penalties include <strong>VND 160\u2013180 million for extending gambling credit<\/strong>, <strong>VND 130\u2013150 million for allowing unauthorized individuals to place bets<\/strong>, and up to <strong>VND 180 million for improper casino admissions<\/strong>. The decree also provides for operational suspensions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prime Minister <strong>L\u00ea Minh H\u01b0ng&#8217;s<\/strong> government is coordinating these reforms through the <strong>Ministry of Public Security<\/strong>, headed by <strong>L\u01b0\u01a1ng Tam Quang<\/strong>, and the <strong>Ministry of Finance<\/strong>, led by <strong>Ng\u00f4 V\u0103n Tu\u1ea5n<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><a href=\"https:\/\/www.mundovideo.com.co\/landing\/multigame-link\/\" target=\"_blank\" rel=\" noreferrer noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"700\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2024\/08\/multigame-diamod-III-700-eng.jpg\" alt=\"\" class=\"wp-image-9622\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2024\/08\/multigame-diamod-III-700-eng.jpg 700w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2024\/08\/multigame-diamod-III-700-eng-300x300.jpg 300w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2024\/08\/multigame-diamod-III-700-eng-150x150.jpg 150w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The changes affect establishments such as <strong>Corona Resort &amp; Casino<\/strong> in Ph\u00fa Qu\u1ed1c, permanently authorized to admit eligible Vietnamese players since November 2025; <strong>The Grand Ho Tram<\/strong>, operating under a <strong>five-year pilot program<\/strong>; and the <strong>V\u00e2n \u0110\u1ed3n casino project<\/strong> in Qu\u1ea3ng Ninh, whose pilot program will begin once it receives operational authorization.
