However, the European Commission has not included such a levy in its official own-resources package for the <strong>2028\u20132034 budget<\/strong>, which is expected to generate around <strong>\u20ac58.5 billion annually<\/strong> through ETS, CBAM, electronic waste, tobacco and the Corporate Resource for Europe.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"563\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax2.jpg\" alt=\"\" class=\"wp-image-18462\" style=\"aspect-ratio:1.7794561933534743\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax2.jpg 1000w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax2-300x169.jpg 300w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax2-768x432.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The biggest obstacle is legal. <strong>Article 311 of the Treaty on the Functioning of the European Union<\/strong> requires unanimity in the Council and subsequent national approval to create new own resources. <strong>Malta<\/strong>, one of Europe\u2019s largest iGaming hubs, has already expressed opposition. Prime Minister <strong>Robert Abela<\/strong>, together with Finance Minister <strong>Clyde Caruana<\/strong> and Economy Minister <strong>Silvio Schembri<\/strong>, is defending competitiveness and opposing new bloc-level taxes.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"618\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax3.jpg\" alt=\"\" class=\"wp-image-18463\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax3.jpg 900w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax3-300x206.jpg 300w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/eu-opens-battle-over-1-ggr-gambling-tax3-768x527.jpg 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"> <em>Prime Minister Robert Abela<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The industry is also warning about channelisation risks. <strong>Pedro Miguel Garcia<\/strong>, Country Manager Portugal &amp; Brazil at BacanaPlay, argues that uniform taxation would be difficult because of major differences between national markets.
