This category includes casino games, house-banked games, RNG content and lotteries. The reform was introduced through <strong>Legal Notices 84 and 86 of 2026<\/strong>, published on <strong>April 1<\/strong>, under the <strong>Gaming Act, Cap. 583<\/strong>, the <strong>Gaming Tax Regulations, S.L. 583.10<\/strong>, and the <strong>VAT Act, Cap. 406<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><a href=\"https:\/\/www.mundovideo.com.co\/mve-ads\/?lang=en\" target=\"_blank\" rel=\" noreferrer noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"500\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/ADS-MVE.jpg\" alt=\"\" class=\"wp-image-16352\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/ADS-MVE.jpg 600w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/ADS-MVE-300x250.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The new framework removes the previous uniform 5% rate and introduces different tax levels depending on the activity. <strong>Type 2, Type 3 and Type 4 services<\/strong>, including fixed-odds betting, poker, bingo, betting exchanges and controlled skill games, will be taxed at <strong>10%<\/strong>. <strong>Controlled gaming premises<\/strong> and <strong>lawful junkets<\/strong> will remain at <strong>5%<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"727\" height=\"457\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/malta-triples-casino-tax-to-152.png\" alt=\"\" class=\"wp-image-18870\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/malta-triples-casino-tax-to-152.png 727w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/malta-triples-casino-tax-to-152-300x189.png 300w\" sizes=\"auto, (max-width: 727px) 100vw, 727px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Clyde Caruana<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reform also abolishes the separate <strong>gaming device levy<\/strong>, incorporating it into the new tax structure by gaming type. In addition, <strong>critical gaming supply<\/strong> providers operating live casino studios will face an annual <strong>studio levy of \u20ac3,000<\/strong>, up from the previous <strong>\u20ac500<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"712\" height=\"472\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/malta-triples-casino-tax-to-153.png\" alt=\"\" class=\"wp-image-18871\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/malta-triples-casino-tax-to-153.png 712w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/malta-triples-casino-tax-to-153-300x199.png 300w\" sizes=\"auto, (max-width: 712px) 100vw, 712px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Robert Abela<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oversight falls to the <strong>Malta Gaming Authority (MGA)<\/strong>, led by <strong>CEO Charles Mizzi<\/strong>, alongside <strong>Christopher Formosa<\/strong>, Deputy CEO &amp; COO; <strong>Martha Brincat<\/strong>, Chief Officer Regulatory; <strong>Adrian Muscat<\/strong>, Chief Officer Finance; <strong>Kinga Warda<\/strong>, Chief Officer Policy, Research and Insights; and <strong>James Baldacchino<\/strong>, General Counsel. Tax implementation is coordinated with the <strong>Malta Tax and Customs Administration<\/strong>, while the political lead for the package is Finance Minister <strong>Clyde Caruana<\/strong>, with <strong>Paul Zahra<\/strong> serving as Permanent Secretary. Operators will be able to recover certain eligible input VAT costs. The new gaming tax applies to services provided in Malta and does not automatically cover all international revenue generated by the roughly <strong>300 MGA licensees<\/strong>. Operators with mixed business models will have to separate revenue by category; casino activities at <strong>15%<\/strong>, and betting, poker and other Type 2-4 activities at <strong>10%<\/strong>.
