The opinion is based on <strong>Supreme Decree No. 130 of 1937<\/strong>, the <strong>2011 national referendum<\/strong>, and the <strong>Comprehensive Organic Criminal Code (COIP)<\/strong>. To address this, the <strong>Vice Ministry of Sports<\/strong>, operating under the <strong>Ministry of Education, Sports and Culture<\/strong>, led by <strong>Minister Gilda Alc\u00edvar Garc\u00eda<\/strong>, has been given <strong>90 days<\/strong> to issue the technical regulations that will establish supervisory procedures, product separation requirements, operational standards and compliance controls.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"742\" height=\"506\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/07\/ecuador-shuts-loophole-for-hidden-casinos-in-sports-betting4.png\" alt=\"\" class=\"wp-image-17334\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/07\/ecuador-shuts-loophole-for-hidden-casinos-in-sports-betting4.png 742w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/07\/ecuador-shuts-loophole-for-hidden-casinos-in-sports-betting4-300x205.png 300w\" sizes=\"auto, (max-width: 742px) 100vw, 742px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Ana Paula Pati\u00f1o Chac\u00f3n<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new framework requires operators to obtain a <strong>five-year licence<\/strong>, pay an annual licensing fee equivalent to <strong>655 unified basic salaries<\/strong>\u2014more than <strong>USD 315,000<\/strong>\u2014withhold <strong>15%<\/strong> of players&#8217; winnings, register with the <strong>Financial and Economic Analysis Unit (UAFE)<\/strong>, headed by <strong>Ana Paula Pati\u00f1o Chac\u00f3n<\/strong>, implement anti-money laundering controls, eliminate anonymous betting and comply with tax obligations administered by the <strong>Internal Revenue Service (SRI)<\/strong>.
