The former bill <strong>09645\/2024-CR<\/strong>, originally promoted by then-congresswoman <strong>Lady Camones Soriano<\/strong>, was updated and renumbered as <strong>Bill 00389\/2026-2031-CD<\/strong> to continue its legislative process under the new bicameral Congress.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><a href=\"https:\/\/www.mundovideo.com.co\/mve-ads\/?lang=en\" target=\"_blank\" rel=\" noreferrer noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"500\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/ADS-MVE.jpg\" alt=\"\" class=\"wp-image-16352\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/ADS-MVE.jpg 600w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/ADS-MVE-300x250.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal amends <strong>Law 31557<\/strong>, which regulates remote gaming and online sports betting. Since <strong>July 1, 2025<\/strong>, online gaming and sports betting have been subject to a <strong>1% tax<\/strong>, applied under the framework administered by SUNAT. The previous presidential observations argued that changing the tax base without simultaneously recalibrating the rate could sharply reduce tax collection.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"817\" height=\"538\" src=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/peru-revives-reform-that-could-cut-online-gambling-isc-burden-by-up-to-953.png\" alt=\"\" class=\"wp-image-18898\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/peru-revives-reform-that-could-cut-online-gambling-isc-burden-by-up-to-953.png 817w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/peru-revives-reform-that-could-cut-online-gambling-isc-burden-by-up-to-953-300x198.png 300w, https:\/\/www.mundovideo.com.co\/en\/wp-content\/uploads\/sites\/2\/2026\/09\/peru-revives-reform-that-could-cut-online-gambling-isc-burden-by-up-to-953-768x506.png 768w\" sizes=\"auto, (max-width: 817px) 100vw, 817px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>C\u00e9sar Alfonso Luna Victoria Le\u00f3n<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill would also repeal paragraph <strong>e) of Article 53 of the IGV and ISC Law<\/strong>, which recognizes the player as the ISC taxpayer in these transactions, and would affect the mechanism introduced by <strong>Legislative Decree 1644<\/strong>, under which foreign platforms act as withholding or collection agents for players residing in Peru. Another change removes the authority of the Executive Branch and the <strong>Ministry of Economy and Finance (MEF)<\/strong> to adjust rates within statutory ranges. The <strong>General Directorate of Casino Games and Slot Machines<\/strong> is led by <strong>Yuri Guerra Padilla<\/strong>, while <strong>Ruth Giovanna Llerena Villa<\/strong> serves on an acting basis as head of remote gaming authorization and registration.
