It is really about regulatory balance<\/strong>.<\/p>\n\n\n\n

Craig Billings, CEO of Wynn Resorts, argues that Massachusetts is gradually changing the economic rules under which destination casinos originally invested. The state legalized casino gaming in 2011 under a limited-license model, and operators responded with large capital commitments, jobs, taxes and community payments. Encore Boston Harbor alone represents a $2.6 billion investment<\/strong> and has generated more than $1.1 billion in state tax revenue<\/strong>, $1.3 billion in employee compensation<\/strong> and $370 million in community payments<\/strong> since opening. <\/p>\n\n\n\n

Those are not small numbers.<\/p>\n\n\n\n

But the most interesting part of the debate is not whether Massachusetts should authorize new products. Markets evolve. Sports betting is already legal, iLottery has launched, iGaming remains under discussion, and lawmakers have considered allowing historical horse racing machines at Suffolk Downs and Raynham Park. <\/p>\n\n\n\n

The real question is simpler:<\/p>\n\n\n\n

Should products that compete for the same gaming wallet operate under materially different obligations?<\/strong><\/p>\n\n\n\n

That is where the conversation becomes relevant far beyond Massachusetts.<\/p>\n\n\n\n

Encore and MGM Springfield pay a 25% tax on GGR<\/strong>, while Plainridge Park, the state\u2019s slot facility, is taxed at 49%<\/strong>. Massachusetts\u2019 three commercial casinos generated approximately $101.9 million in GGR in August<\/strong>, and the state has collected roughly $2.53 billion in taxes and assessments<\/strong> from casino operators since their respective openings. <\/p>\n\n\n\n

\"\"<\/a><\/figure>\n\n\n\n

Licensed casinos are not simply rooms filled with gaming devices. They carry payroll, compliance, surveillance, responsible gaming requirements, security, infrastructure, licensing costs and community obligations.<\/p>\n\n\n\n

That matters when governments introduce new forms of gambling that may reach the same customer with a lighter cost structure.<\/p>\n\n\n\n

The danger is not necessarily \u201ctoo much gaming.\u201d<\/p>\n\n\n\n

The danger is unequal gaming economics<\/strong>.<\/p>\n\n\n\n

A mature regulatory system should be able to expand without accidentally penalizing the operators that made the largest long-term investments.<\/p>\n\n\n\n

This becomes even more evident when operating costs move faster than revenue. Billings says Encore\u2019s labor costs have increased almost 37% over four years<\/strong>, while revenue has grown by less than 2%<\/strong>. At the same time, the property is dealing with a labor dispute involving roughly 1,300 union workers<\/strong>. <\/p>\n\n\n\n

That combination deserves attention.<\/p>\n\n\n\n

An operator can absorb competition.<\/p>\n\n\n\n

It can absorb higher wages.<\/p>\n\n\n\n

It can absorb stronger regulation.<\/p>\n\n\n\n

It can invest in new technology and better customer experiences.<\/p>\n\n\n\n

What becomes much harder is absorbing all of them simultaneously while the addressable market is fragmented among products carrying different obligations<\/strong>.<\/p>\n\n\n\n

There is a lesson here for every regulated gaming jurisdiction.<\/p>\n\n\n\n

Governments should absolutely modernize gaming.<\/p>\n\n\n\n

But modernization should not mean creating one set of economics for those who built casinos, hired thousands of people and accepted long-term regulatory obligations, and another for new competitors chasing the same discretionary spend.<\/p>\n\n\n\n

The strongest gaming markets are not necessarily those with the most products. They are the ones where operators can still look five or ten years ahead and conclude: this is a market worth investing in.<\/strong><\/p>\n\n\n\n
