Coljuegos is focusing on responsible gambling

In the framework of the commemoration of the International Responsible Gambling Day, celebrated on 17 February, the gaming regulator, Coljuegos, established a series of provisions to consolidate the commitment of the operators of games of chance with responsible gaming.

The president of the body, César Augusto Valencia Galiano, unveiled Resolution 36784 of 2021, which takes actions in terms of promotion and prevention referring, for example, to advertising and training, self-control actions and support for those affected.

The official stated that "operators must adopt advertising pieces that emphasize the restriction of gambling for minors, as well as messages that reiterate that gambling should be done in moderation and as an entertainment option".

Valencia Galiano also stressed that operators will be required to train employees to help identify players who may be engaging in uncontrolled gambling behavior.

"Among the measures contemplated in the resolution is the adoption of a self-diagnosis test to be offered by operators to players in order to establish responsible gambling tools, as well as a self-exclusion form," he added.

At the same time, he explained that comprehensive and up-to-date information should be available from specialised organisations that can provide support to gamblers in need, including treatment centres and health professionals, for which operators will seek to maintain an active dialogue with key stakeholders.

"It should not be forgotten that this sector should be seen as a responsible entertainment activity. We believe that it is essential to grow and be competitive, but with a component of sustainability and corporate social responsibility," concluded the Coljuegos representative

He also highlighted the joint work with the media, social organizations, operators and unions for the joint purpose of protecting the player, guaranteeing the best conditions and accompanying operators in complying with this resolution.

The São Paulo government took a significant step two days ago Tuesday (11) about lottery games. An international tender was announced for the concession of lottery services.

 

Thus, the Official State Gazette has already published the decree, detailing all the rules for the dispute between interested parties. Many already consider the procedure as a new chapter in the history of betting in the state.

 

There will be 5 types of bets for the state of São Paulo

Thus, the bidding encompasses five types of bets, each with its own characteristics and attractions. In Timemania, for example, it will allow bettors to choose their favorite teams. In this type of bet, sports predictions involving the prediction of game scores are taken into account, so the bettor’s sports knowledge will make all the difference.

 

But the numerical prediction type lottery, similar to those that already exist and are organized by Caixa Econômica Federal, are completely random, giving much more excitement to the games.

 

Another modality is instant lotteries, also known as scratch cards, where the prizes are immediate.

But this is not São Paulo’s first attempt to privatize these services. In 2022, during the administration of João Doria and Rodrigo Garcia (PSDB), they wrote a similar decree.

One of the most touristic cities in Argentina, Bariloche, could see its gaming market limited, since the Municipal Council will soon be able to debate a recently presented project to prohibit casinos and in-person gaming rooms.

 

The draft ordinance was presented days ago by councilors Leandro Costa Brutten and Julieta Wallace, who hope that the proposal will open debates on problems with gambling, the participation of minors in entertainment offers, among other axes.

 

 

Casinos are prohibited throughout the fabric of the city of Bariloche,” reads the first article of the project, which “aims to reconfigure the facilities for the gaming halls category, which to date have no geographical restrictions,” as reported in Rionegro.

 

 

Given the current panorama, the councilors addressed the challenges that the new regulation would face, since the Argentine company Casino Club has a license from the provincial regulator, the Río Negro Lottery, to operate casinos until 2040.

 

Under this agreement, the government demands from the company a fee set by the province of a payment of 4.2 million dollars and destined for the construction of the new terminal in this city. The proposal is in line with several regulatory projects presented in the Argentine provinces and at the national level, to stop the exponential growth that the gaming industry is seeing in the country.

 






Coljuegos, defend KENO for Chance operators in Colombia.

Coljuegos, the regulatory entity for games of chance in Colombia, reported that the traditional Chinese game called Keno does not have current regulations in the country and, therefore, cannot be marketed by any operator in Colombian territory.

 

According to the entity's board of directors, Keno is not included in the category of Internet games with immediate prizes, which is why the exploitation of any similar type of game is not authorized, neither virtually nor locally.

 

We have already presented the Keno regulations to the board of directors. Currently, this game is constituted as an illegal practice, since said board determined through Agreement 06 of 2023 that it is not a type of immediate prize and, until it is regulated and awarded, it has no legal basis to operate,"

 

Coljuegos also warned that those who market this game could be subject to administrative sanctions contemplated in Law 643 of 2001. In addition, all elements used for the operation of the game may be seized by the authorities. It is worth mentioning that, recently, the Superior Court of Bogotá issued a second instance decision that ratifies the ban on Keno in the national territory because there is no regulation or surveillance to protect bettors.

On June 6, 2024, groups of operators are calling again for a sit-in in front of the Coljuegos offices "since it has systematically and harmfully failed to comply with the commitments acquired months ago by the legal department of this entity", according to the statement.

The organizing committee is the same one that on October 2, 2023 brought together more than 200 operators from all over the country who, tired of not being heard, protested and who were assisted by the then director of the legal area who promised to evacuate the procedures blocked before on October 26 of the same year, without this commitment being honored.

 

 






Betting and games of chance in Panama recover in March, while the lottery falls more than 10%.

In March 2024, betting and games of chance began to recover, registering an increase of 2.5% compared to the same period last year; while the sale of chances and lottery tickets decreased by 12.7%, according to the latest report on leisure activities from the National Institute of Statistics and Census of the Comptroller General of the Republic.

 

 

Based on the official report, the total of activities such as: racetrack, bingo halls, gaming tables, type “A” slot machines, betting rooms for sporting events and games of luck and chance over the internet, amounted to $87 .6 million, compared to $85.5 million as of March 2023.

 

 

The monthly behavior of the current year is $29.7 million in January; about $28.0 million in February and $29.8 million in March, to total $87 million.

 

Gambling operators reported $1.5 million in racetrack bets; bingo halls, with $241 thousand; the gaming tables, with $6.5 million; type “A” slot machines, with $73.8 million; betting rooms for sporting events, with $1.2 million, games of luck and chance over the internet, with $4.2 million.

 

Meanwhile, last year (2023) gambling operators reported to the Gaming Control Board (JCJ) of the Ministry of Economy and Finance that: racetrack $1.8 million; the bingo halls, with $279 thousand; gaming tables, with $7.6 million; type “A” slot machines, with $71.2 million; betting rooms for sporting events, with $1.2 million and games of luck and chance over the internet, with $3.2 million.
