The Dominican Republic is poised for a major overhaul of its gambling sector, with a new regulatory bill under review in Congress. The proposal would establish a dedicated regulatory authority—the General Directorate of Gaming—under the Ministry of Finance, centralizing oversight of sports betting, casinos, online wagering, slot machines, raffles, and digital lotteries.

Last year’s Resolution 136‑2024 introduced an updated licensing regime for online casinos and sports betting. Now, authorities are building on that foundation, adding stricter licensing controls and enhanced tax enforcement.

While industry stakeholders appreciate the move toward regulation, the Dominican Casino Association (ADCJ) has urged for balanced and thorough consultation, warning that overly restrictive rules on operating hours, licensing tiers, and renewal processes may drive bettors underground.

ADCJ President David Moniz emphasized the need for legislation that protects consumers and supports legal industry growth, rather than pushing players toward illegal alternatives. The association has offered to collaborate with lawmakers to develop a fair and sustainable framework. With ongoing discussions aiming for a middle path, the proposed law promises to modernize the industry while protecting national revenue and promoting safe, responsible gaming across all market segments.
