Paraguay’s gaming revenue reaches PYG 113.8 billion as regulated market grows 16.5%

Paraguay's regulated gaming industry continued its strong expansion during the first half of 2026, with the National Gaming Commission (Conajzar) reporting PYG 113,794,640,158 (approximately US$18.7 million) in gaming concession revenue, representing a 16.5% year-on-year increase compared with PYG 97,711,553,357 recorded in the first six months of 2025.

The figures include concession fees paid by licensed operators across casinos, slot machine halls, sports betting, quiniela, lotteries, bingo, electronic gaming and other regulated gaming activities. Conajzar, headed by Executive Director Roxana Carolina del Río Villalba, has operated under the National Directorate of Tax Revenue (DNIT) since the enactment of Law No. 7438/2025, which restructured Paraguay's gaming regulatory framework. The DNIT is led by National Director Óscar Orué.

Monthly results also remained positive. During June 2026, gaming revenue reached PYG 19.549.722.065, compared with PYG 18,827,438,322 in June 2025, reflecting 3.8% annual growth. According to Conajzar, the increase has been driven by greater market formalization, stronger regulatory enforcement, intensified action against illegal gambling operators and the implementation of the country's new gaming legislation.

The regulatory overhaul introduced through Law No. 7438/2025 expanded Conajzar's supervisory powers, integrated the commission into the DNIT structure, opened several gaming verticals to greater competition and strengthened enforcement mechanisms against illegal gambling while improving the collection of gaming concession fees.

During the second half of 2026, authorities expect to continue launching new licensing processes, expanding the regulated market and increasing oversight of unlicensed operators.

Paraguay's regulated gaming industry includes leading casino properties such as Casino Asunción, Casino Carnaval, American Casino, Casino Acaray in Ciudad del Este and Casino Paraná Country Club, alongside licensed sports betting, lottery and gaming operators that contribute to the country's regulated gaming ecosystem.

With these results, Paraguay is consolidating one of South America's fastest-growing regulated gaming markets, supported by sustained revenue growth, a modernized regulatory structure and an increasing contribution of the gaming industry to national public finances.
