Ukraine fines BetKing and 777.ua $105,800

Published date: 2026-10-21

Kyiv, Ukraine, October 20, 2026. Ukraine's State Agency for Gambling and Lottery Control (PlayCity) imposed fines totaling UAH 4,755,850 (approximately $105,800) on Slots U.A. LLC, operator of the BetKing and 777.ua platforms, for allowing third-party deposits into player accounts and failing to comply with a previous regulatory order. The sanctions were announced on October 15 and reported internationally on October 19.

The regulator, headed by Hennadii Novikov, imposed a UAH 4,323,500 fine ($96,400) for accepting transfers made by individuals other than the registered account holders, a practice that undermines financial traceability, Know Your Customer (KYC) controls, and anti-money laundering (AML) safeguards.

The second penalty, totaling UAH 432,350 ($9,640), resulted from the company's failure to comply with an earlier regulatory order requiring the correction of irregularities identified during supervisory proceedings. Slots U.A. had already received another fine in May 2026, exceeding UAH 432,000 ($9,600), for failing to submit requested information within the prescribed deadline. The known penalties from both periods total approximately UAH 5.19 million.

The enforcement action falls under Law No. 768-IX of 2020, amended in December 2024, which governs gambling operations, player identification, and the obligations of licensed operators. PlayCity, established in 2025 to replace the former gambling regulator KRAIL, also fined UAF Marketing LLC approximately UAH 5.2 million ($115,800) for alleged advertising violations involving the promotion of an online casino during the 2026/27 Ukrainian Cup football competition.

Meanwhile, the regulator is advancing the State Online Monitoring System, presented to Parliament on April 23, 2026, to strengthen oversight of transactions, operators, and regulatory compliance obligations. A study conducted between May and June 2026 found that 86% of surveyed users gamble on licensed online casino platforms, while 78% do not intend to switch to illegal operators. The Ministry of Digital Transformation also introduced a strategy to prevent problem gambling through 2035, including self-exclusion mechanisms and access restrictions.
