Philippines reviews visa-free entry for Chinese nationals amid POGO raids

Published date: 2026-10-23

Manila, October 22, 2026. The Philippine government will review the 14-day visa-free entry policy for Chinese nationals amid suspicions that the arrangement facilitates the entry of individuals linked to illegal online gambling operations (POGOs). The decision was announced on October 20 by Claire Castro, spokesperson for Malacañang Palace, following new law enforcement operations in Mindanao and Metro Manila.

The Department of Foreign Affairs (DFA), headed by Ma. Theresa P. Lazaro, will examine the immigration policy in effect since January 16, 2026, established under Circular 2026-005 to promote tourism and business. The arrangement allows non-extendable stays of 14 days, with entry permitted exclusively through Manila and Mactan-Cebu international airports.

The review primarily follows the October 2 operation in Zamboanga Sibugay, where the Bureau of Immigration (BI), led by Joel Anthony Viado, in coordination with the National Bureau of Investigation (NBI) and the Armed Forces of the Philippines (AFP), detained 244 foreign nationals. The raids resulted in 113 arrests in Siay and 131 in Alicia, alongside the seizure of approximately 3,000 mobile phones and 78 computer monitors. Additional reports identified 101 foreign nationals facing deportation, including 82 Chinese citizens.

Authorities are also investigating clandestine operations uncovered on October 18 in Makati, while another raid in Quezon City resulted in the detention of 76 foreign nationals on October 12. POGOs were banned under Executive Order No. 74 of 2024 and Republic Act No. 12312 of 2025, although illegal operations continue.

The Philippine Amusement and Gaming Corporation (PAGCOR), headed by Chairman and CEO Alejandro H. Tengco, continues to oversee licensed gambling activities and is preparing an application to verify gaming licenses starting in December 2026. Tourism Secretary Dita Angara-Mathay had previously advocated expanding visa-free travel opportunities for Chinese visitors. The announced review does not yet suspend the existing exemption.
