The Nagasaki Prefectural Government remains committed to hosting an Integrated Resort (IR), despite challenges highlighted in its unsuccessful bid during the December 2023 application round.
The prefecture described the national approval process as a “high hurdle” but emphasized its dedication to refining its proposal for future rounds.
The Japanese Casino Regulatory Commission (JCRC) has set rigorous criteria for IR proposals, focusing on transparency, anti-money laundering measures, and integrity in casino operations. Nagasaki’s initial proposal was deemed insufficient in meeting these benchmarks, reflecting the stringent standards established under Japan's IR Implementation Law.
Officials from Nagasaki view an IR as a transformative opportunity for the regional economy, projecting significant tourism influx and billions of yen in annual revenue. However, the prefecture recognizes that national authorities prioritize public trust in these projects, with measures to address gambling addiction and socio-economic impacts taking precedence. "Our focus is on strengthening our submission to ensure compliance with the government’s expectations,” said a prefectural representative during a press briefing.
The national government has yet to announce the schedule for a new IR application round, leaving Nagasaki to continue developing its strategy. With Osaka’s IR moving forward, the stakes are higher for other regions to prove their readiness to host such facilities. Nagasaki’s ability to align with national goals while addressing local concerns will be pivotal in its future success.
