Illinois Targets Super Bowl Betting Squares with New Legislation: What You Need to Know

In Illinois, the legality of Super Bowl betting squares has come under scrutiny with the introduction of House Bill 1047 by Representative John Cabello. This proposed legislation seeks to regulate social gaming board games, including popular Super Bowl squares, by requiring operators to obtain a license from the Illinois Gaming Board.

House Bill 1047, titled the Social Gaming Act, stipulates that individuals or entities must secure appropriate licensing to operate social gaming board games or to manufacture and distribute social gaming boards within the state. The bill outlines specific annual licensing fees: $5,000 for manufacturers, $1,000 for distributors, and $50 for operators of social gaming locations. Additionally, it imposes a maximum payout limit of $1,199 per game.

The proposed legislation aims to bring informal betting activities, such as Super Bowl squares, under state regulation to ensure compliance with Illinois gambling laws. Currently, Illinois law prohibits unlicensed gambling activities, and participation in betting pools like Super Bowl squares could be considered illegal.

The Illinois Gaming Board would be responsible for overseeing the licensing process and ensuring adherence to the new regulations. The bill also mandates that the Board report annually to the Governor and General Assembly on the implementation and administration of the Act, with reports due by December 31 each year through 2029.

As the Super Bowl approaches, Illinois residents who traditionally participate in betting squares should be aware of the potential legal implications. If House Bill 1047 passes, operating or participating in unlicensed social gaming board games could result in penalties. Therefore, individuals are advised to seek licensed avenues for such activities to ensure compliance with state laws.
