An online casino bill that was filed in late February seeking to legalize iGambling options in Illinois has been assigned to the Rules Committee. If it is passed, the Internet Gambling Act will legalize online poker, online slots, and online table games.
Currently, online casinos can legally operate in only five states – New Jersey, Pennsylvania, Delaware, West Virginia, and the newly launched Michigan market.
The bills would allow anyone who is 21 or above to gamble online at state-regulated online casinos and poker rooms. The state’s land-based casino operators and racetracks would be allowed up to three digital skins each. As there are ten casinos and two horse racing tracks in the Prairie State, it means the bill would authorize a maximum number of 36 online casinos. However, Illinois is unlikely to reach that number as even the iGaming market leader has fewer than 30.
The bills also include a provision requiring individuals to register in-person to create online casino accounts for the first six months following launch. This is the same provisional requirement that Illinois sports betting had when the industry launched in March 2020. However, the 18-month in-person requirement for sports betting had been repeatedly waived by Gov. JB Pritzker during the most part of 2020 and still in place.
The bill calls for an operator license fee, which would be renewable after four years.
