New Jersey is once again weighing a casino future beyond Atlantic City, with lawmakers reviving a constitutional push that would allow casino gaming at Meadowlands Racetrack in East Rutherford and Monmouth Park Racetrack in Oceanport. The effort is embodied in SCR66, introduced by Senators Vin Gopal and Paul Sarlo, which would amend the state constitution and dedicate a portion of the new revenue to programs including property-tax relief, senior and disability support, and horse-racing purses.
The renewed conversation is being driven by a familiar fear: that New York City’s coming casino licenses could pull players and tax dollars away from New Jersey. Industry coverage says racetrack owners and supporters see northern and central New Jersey casinos as a defensive move aimed at keeping gambling spend in-state rather than letting it migrate across the Hudson.
That does not make the path easy. Casino gambling outside Atlantic City would require voter approval because New Jersey’s constitution currently limits casinos to Atlantic City. The politics are also complicated by history: voters overwhelmingly rejected a similar expansion referendum in 2016, a defeat that still shapes how carefully supporters are framing the new push.
For the U.S. gaming industry, the proposal is worth watching closely. If SCR66 gains enough legislative support to reach the ballot, New Jersey would be testing whether the competitive pressure from New York has become strong enough to override Atlantic City’s longstanding exclusivity. For now, the issue has clearly moved from speculation back into the legislative arena.
