FATF to Decide on Removing the Philippines from the “Grey List” of High-Risk Countries for Financial Crimes

The Financial Action Task Force (FATF) is set to determine whether the Philippines will be removed from its "grey list" of jurisdictions with strategic deficiencies in combating money laundering and terrorism financing. This list identifies countries under increased monitoring due to significant financial risks.

The Philippines was placed on the "grey list" in June 2021, committing to address the deficiencies highlighted by the FATF. Since then, the country has worked closely with the FATF to implement reforms aimed at strengthening its anti-money laundering and counter-terrorism financing frameworks.

Philippines wants to exit from grey list, looking to be a gambling a commerce hub.

The FATF regularly updates its list of jurisdictions under increased monitoring, issuing reports three times a year. The next plenary meeting is scheduled from February 17 to 21, 2025, in Paris, France. During this session, the FATF will evaluate the Philippines' progress in implementing the necessary reforms to combat financial crimes effectively.

The potential removal of the Philippines from the "grey list" depends on the FATF's assessment of the measures implemented and their effectiveness in mitigating financial risks. Exiting this list would not only enhance the country’s international reputation but also facilitate financial and trade transactions with other nations by reducing the perceived risks associated with its financial system.

It is important to note that the FATF does not require enhanced due diligence measures for jurisdictions on the "grey list," but encourages its members and all jurisdictions to consider the information provided in its risk analyses. The organization continues to work with listed countries to ensure they complete their action plans in a timely and effective manner.

The final decision on the Philippines' removal from the "grey list" is expected during the upcoming plenary meetings, where the country’s progress in implementing reforms will be thoroughly evaluated.
