Manila, October 15, 2026. The Philippine Amusement and Gaming Corporation (PAGCOR) has introduced a 1.5% cap on slot machine player incentives based on betting turnover at land-based casinos, while Okada Manila reported a 21.4% decline in VIP gaming revenue and a 13% drop in adjusted EBITDA during the third quarter of 2026.

The amendment, approved by PAGCOR's Board on October 8 and communicated on October 13, allows cash rebates of up to 1.4% and promotional commissions of 0.2%, provided the combined incentives do not exceed the 1.5% ceiling. It also prohibits operators from recording incentives as gaming losses to reduce gross gaming revenue (GGR).
