The accelerated closure of satellite casinos in Macau is producing wider economic fallout, with merchants in Taipa and ZAPE reporting steep declines in foot traffic, revenue, and overall neighborhood activity. According to the Macau Federation of Trade and Industry for Taipa, ZAPE and NAPE, traffic in key commercial zones near the closing casinos could drop by over 50%, particularly affecting SMEs in food, retail, and service sectors.

As part of a broader regulatory overhaul tied to the 2022 gaming law amendments, Macau’s six concessionaires were required to fully absorb or terminate partnerships with satellite casino operators by the end of 2025. The result: 11 satellite casinos and three slot parlors are set to cease operations, led primarily by SJM Holdings, with additional closures from Melco Resorts and Galaxy Entertainment Group.
While Macau’s gaming revenue remains stable due to premium mass play and VIP restructuring, the localized damage is significant. Many of the affected casinos operated as anchor tenants for neighboring businesses—drawing footfall not only for gaming, but also for adjacent restaurants, salons, convenience stores, and mini-hotels. The removal of that magnet has led to noticeable business drop-offs, especially in less touristic areas of Taipa.

Adding pressure to the situation, the expected displacement of over 6,000 workers—many of whom are locals or long-term non-resident workers—has further strained the employment landscape. Although operators have pledged reassignment where possible, many jobs will vanish permanently or shift toward non-frontline positions.

In response, Macau’s government has launched consultations with impacted business chambers, aiming to soften the blow with urban revitalization initiatives and local commerce incentives.
