Thailand’s casino dreams stall amid political chaos and Cambodia border fallout

Thailand’s long-anticipated Integrated Entertainment Business Bill, designed to legalize casinos, has hit a major setback. Mounting political tensions and a diplomatic clash with neighboring Cambodia are stalling the process and jeopardizing the country’s emergence as Asia’s next gaming hub.

The bill, which recently passed its first parliamentary reading, now faces delays as the coalition government teeters on instability. Prime Minister Paetongtarn Shinawatra is under fire after a leaked phone conversation with Cambodian leadership sparked protests and led a key coalition party to withdraw its support. With a cabinet reshuffle or even snap elections looming, progress on the casino legislation has ground to a halt.

Meanwhile, a deadly border skirmish in late May—resulting in the death of a Cambodian soldier—has further complicated matters. Cambodia responded by suspending fuel and telecom links, closing border checkpoints, and limiting Thai worker movement in casinos. This escalation threatens one of the bill’s core justifications: attracting tourism and revenue through resort casinos near the border.
