The race for Japan’s next integrated resort (IR) location is heating up, and Tomakomai, a port city in Hokkaido, has stepped back into the spotlight. Mayor Hirofumi Iwakura confirmed this week that the city will formally express interest in hosting a large-scale IR, citing economic development, inbound tourism, and job creation as primary drivers.
Japan legalized integrated resorts in 2018, but so far only Osaka has secured approval, with MGM Resorts and Orix leading a project valued at more than JPY 1.08 trillion (USD 7 billion). Nagasaki was initially in the running but stalled due to concerns over financial backers. That leaves room for another potential contender, and Tomakomai believes its location, infrastructure, and vision make it a strong candidate.
The city emphasizes its international airport access, port facilities, and natural appeal as a gateway to Hokkaido’s winter sports and ecotourism. Analysts suggest that tying casino gaming with Hokkaido’s unique cultural and environmental offerings could differentiate Tomakomai from Osaka’s urban resort model.
Local officials are cautious, however, stressing the need for public consultation and alignment with Hokkaido’s broader development plan. Japan’s central government, led by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), has not yet reopened a formal application window, but sources indicate that 2026 could bring fresh opportunities.
International operators are watching closely. Heavyweights like Caesars, Melco, and Galaxy Entertainment have long eyed Japan as Asia’s last major untapped gaming market. If Tomakomai can secure support from both government and investors, it could reshape the competitive map.
