brazil’s senate to vote on casino legalization by july, senator irajá leads push for approval

Brazil’s long-anticipated move toward regulated land-based gaming may be closer than ever. The Federal Senate is expected to vote on the legalization of casinos and bingo halls by the end of July 2025, marking a crucial step in reshaping the country’s gambling landscape and unlocking a new era of investment and tourism.

The proposal in question, Bill No. 2234/22 — known as the Responsible Gaming and Integrated Resorts Bill — has already passed through the Chamber of Deputies and now awaits final consideration in the Senate. The bill lays the foundation for a regulated gaming market, authorizing the creation of integrated resorts with casinos, standalone bingo halls in urban areas, and the revival of “jogo do bicho” under state supervision.

Senator Irajá, the rapporteur of the bill and one of its most prominent supporters, confirmed that the Senate is actively working to secure its approval within the current legislative semester. “We are working to ensure that the Responsible Gaming and Integrated Resorts Bill (No. 2234/22) is voted on and approved this semester,” said Irajá.

He clarified that the bill does not encompass online betting or the broader digital gambling sector, which is covered by separate legislation already underway. Instead, PL 2234 focuses on creating a “safe, controlled model with strict compliance requirements, capable of attracting investments, generating jobs, and strengthening national tourism.”

Irajá’s support for the project has been consistent and visible. Over the past year, the senator has made at least 16 international trips, attending gaming and betting industry events in Lisbon, Florida, and Malta to gather insights and forge dialogue with key stakeholders. His international engagement underscores Brazil’s ambition to position itself as a major player in the global gaming industry — and to do so by learning from best practices abroad.

Supporters of the bill highlight its economic potential: billions in annual tax revenue, the creation of tens of thousands of formal jobs, and infrastructure development in underserved regions. For a country looking to boost post-pandemic recovery and diversify its tourism offerings, the regulated casino sector could become a critical driver of growth.

Opposition voices remain, however, raising concerns about social harms, addiction risks, and potential loopholes for illicit activity. Still, many lawmakers argue that a transparent regulatory framework offers far more protection than prohibition.

If passed, Brazil would join other Latin American nations in the push for modern, integrated gaming regulation — but as the largest market in the region, its entry would reshape the competitive landscape. All eyes are now on the Senate floor as July approaches. For operators, investors, and policy watchers, the vote represents not just a regulatory shift, but a signal of Brazil’s intent to play a leading role in the future of Latin American gaming.
