Buenos Aires Lottery Agencies Authorized to Sell Online Sports Bets Under New Regulations

The government of Buenos Aires has officially approved online sports betting sales in lottery agencies, marking a significant shift in the province’s gaming landscape. This decision, authorized through the Provincial Institute of Lotteries and Casinos (IPLyC), allows licensed lottery agents to offer digital sports betting, utilizing portable devices provided by Boldt. However, this expansion comes alongside new fiscal regulations introduced in the latest Boletín Oficial de la Provincia de Buenos Aires, aimed at increasing oversight and controlling industry revenues.

The Chamber of Official Lottery Agents and Affiliates of Buenos Aires (CAOLAB) has long advocated for this approval, negotiating commission structures and ensuring fair compensation for agencies. They initially proposed a minimum commission of 18% of Net Gaming Revenue (NGR) and self-service betting terminals. While self-service machines were not included in the approval, CAOLAB continues to push for their implementation.

At the same time, Buenos Aires has updated fiscal policies affecting the gaming sector. The official bulletin (Boletín Oficial GBA N° 13.297) outlines tax modifications and new fiscal controls, ensuring that licensed operators comply with updated tax obligations while preventing unregulated gambling activities. These regulations follow the trend of tightening oversight on gaming revenue, aligning with recent national discussions on gambling advertisement bans and responsible gaming policies.

Furthermore, the IPLyC recently authorized QR code payments in official lottery agencies, gaming halls, and racetracks. However, CAOLAB has expressed concerns, arguing that the 5% fee on transactions could heavily impact agent commissions, which are already burdened by municipal taxes and operational costs.

This expansion of legal online betting sales in lottery agencies alongside tighter regulatory controls highlights Argentina's ongoing efforts to modernize gambling operations while maintaining strict oversight. With the industry contributing significantly to provincial revenue, policymakers are working to balance growth with consumer protection and fair compensation for stakeholders.
