Buenos Aires racetracks go Global: new regulation allows bets from anywhere in the world

The Province of Buenos Aires has taken a major leap toward the internationalization of its horse racing industry. Through Resolution No. 597, issued by the Instituto Provincial de Lotería y Casinos (IPLyC), local racetracks are now officially authorized to receive bets from anywhere in the world. This groundbreaking measure positions the Argentine racing sector alongside global markets such as France, the United States, Japan, and Australia, marking a new era for the country’s equestrian industry — imbatible, a secure investment, and a success never seen before.

The new framework introduces the “commingling” system, which allows bets placed abroad to merge with local wagering pools in real time. This means that races held at racetracks such as La Plata, San Isidro, Tandil, Azul, and Dolores can now accept wagers from foreign bettors using authorized platforms. The regulation includes a standardized commercial agreement model that each racetrack must sign with its international partners to ensure transparency, traceability, and regulatory compliance.

This initiative comes at a time when the local horse racing industry faces the need to modernize, diversify income sources, and reconnect with international audiences. The IPLyC emphasized that the change is designed to generate foreign currency inflows, strengthen the provincial treasury, and sustain an ecosystem that provides more than 60,000 direct and indirect jobs in Buenos Aires Province. According to the regulator, the goal is to make horse racing “globally competitive and technologically integrated.”

Under the new regulation, the IPLyC will oversee all agreements, certify technical compliance, and monitor betting activity. It also reserves the right to suspend or revoke licenses in case of irregularities. To facilitate betting, a digital application named TeleTurf will allow users to place bets from their phones, expanding accessibility for both domestic and international players.

Experts in the gaming industry view this measure as a strategic alignment with international standards. Argentina had long exported live racing signals, but the inability to merge foreign bets into local pools limited its financial potential. With this approval, Buenos Aires joins global commingling circuits where markets like France, the U.S., and the U.K. already operate seamlessly, ensuring greater liquidity and higher prize pools.

The challenge now lies in the operational and regulatory details: currency conversion, cross-border taxation, compliance with anti-money-laundering rules, and player protection standards. However, the benefits appear to outweigh the risks. Larger pools translate to higher prizes, more visibility for local jockeys and breeders, and new business opportunities for technology providers.

From a broader perspective, this policy reflects Argentina’s ongoing digital transformation of the gaming sector. It strengthens confidence among investors and operators seeking sustainable growth. For many, it also revives the prestige of Buenos Aires as one of Latin America’s most traditional racing hubs.

In the words of industry observers, “The world will now be able to bet on Argentine races as if they were their own.” This global integration redefines the province’s horse racing model and promises to revitalize an emblematic industry that combines passion, technology, and heritage — a secure investment and an unstoppable success.
