Colombia’s national gambling regulator, Coljuegos, is expanding its gaming ecosystem with a fully regulated framework for Apuestas en Carreras y Deportes Virtuales (ACDV) — a localized form of virtual sports and race betting. With the industry gaining momentum across Latin America, Coljuegos has now issued detailed requirements for operators wishing to enter this fast-growing vertical.
According to Resolution No. 20241200028984 (December 24, 2024) and the official licensing guide updated in May 2025, operators must apply through the Operator Portal, where the entire process is handled digitally.
Key licensing requirements
Operators must provide:
- Certification of the central game system (SCJ) by a Coljuegos-authorized lab.
- Details of the game provider and software used.
- Game license and software documentation in PDF.
- Registration of terminal locations (fixed or mobile points of sale).
- A detailed list of ACDV games to be activated or deactivated.
Coljuegos distinguishes between limited and unlimited licenses, based on the number of terminals, with flexibility to upload game data manually or via Excel.
Technical compliance
All systems must meet the following:
- Certified random number generator (RNG).
- Robust central game system with secure connection to Coljuegos.
- Updated sales terminals at each authorized location.
- Full traceability of bets and payouts.
Financial terms
Operators are required to pay 12% of GGR (Gross Gaming Revenue minus prizes) monthly, as per Article 59 of Law 1955 of 2019. This ensures compliance with fiscal obligations and supports Colombia’s public health funding model.

Coljuegos has embedded this model into its national IT strategy, making it one of the most digitally advanced licensing systems in Latin America. Operators can track applications in real time through the online portal.
