Paraguay’s CONAJZAR posts 23% January revenue jump as tougher controls lift regulated market

Paraguay’s gambling regulator CONAJZAR opened 2026 with a strong fiscal signal: G. 18,715,885,541 collected in January 2026 from the sector’s fiscal canon, up from G. 15,163,090,378 a year earlier—an increase of roughly 23.4%.

The January uptick follows a record 2025. Industry reporting and official summaries point to G. 215,940,913,734 collected across January–December 2025, positioning last year as CONAJZAR’s strongest on record and setting a higher base for 2026 targets.

Regulator leadership is explicitly linking the growth to sharper enforcement and a structural upgrade in oversight capacity. CONAJZAR president Carlos Liseras said the new framework enables stronger action against both land-based and online illegal gambling, including the power to order blocks of illegal websites and seize clandestine gaming machines—tools designed to push play and operator activity into the licensed channel.

Paraguay’s gambling canon revenue hits a decade high in 2025

A key driver is Law No. 7438/2025, promulgated in early 2025, which integrates CONAJZAR under Paraguay’s DNIT (Dirección Nacional de Ingresos Tributarios). DNIT has framed the reform as modernization aimed at greater transparency and efficiency, including changes that broaden the recognized games and promote a more competitive market structure.

From an operator-financial perspective, the policy direction is constructive: tighter enforcement plus a strengthened institutional home tends to improve channel integrity, reduce leakage to offshore or informal supply, and create a more investable compliance environment for licensed operators.

Finally, CONAJZAR’s collections matter beyond the sector: the canon flows into DIBEN’s budget and supports transfers to public health, sports, and local governments, amplifying the social return when play shifts to regulated platforms.
