Peru congress advances penal code reform to criminalize sports fraud

Lima, Peru — On September 12, 2025, the Peruvian congress accelerated the review process of Proyecto de Ley Nº 09556/2024-CR, aiming to amend Decreto Legislativo 635 to explicitly criminalize fraud and manipulation in sports competitions. This legislative effort arrives amid increasing global and domestic demands to protect the integrity of sports and reinforce regulatory measures against corruption and illegal betting activities.

Justice committee chair Isaac Mita Alanocha publicly endorsed the bill, emphasizing its necessity by stating, “This legislative advance is vital to uphold fairness and transparency in sports, ensuring that manipulative practices that tarnish competitions are met with appropriate legal consequences.” His statement reaffirms the government’s commitment to strengthening the rule of law in the sports sector.

Under the current proposal, the reform to Decreto Legislativo 635 introduces defined criminal sanctions for fraudulent acts or manipulations during sports events, including proportional penalties and improvements to investigative and prosecutorial mechanisms. These changes complement existing legal frameworks addressing organized crime, aiming to enhance law enforcement efficacy against sports-related corruption.

The reform is expected to increase confidence among stakeholders—from athletes and fans to sponsors and broadcasters—by fostering enhanced transparency in sports activities. Moreover, it could strengthen Peru’s international cooperation mechanisms to combat cross-border sports fraud and protect economic interests related to sports betting and management industries, reflecting a strategic approach to sustainable sports governance.

These changes mark a significant turning point in Peru’s legal landscape for sports integrity, with upcoming parliamentary debates set to determine the law’s practical scope and enforcement strength, shaping the nation’s future in combating sports fraud.
