November 16 will mark the beginning of an intensive phase of inspection in the sector, both at physical points of sale and online. Guerra explained that this process includes interventions in retail establishments throughout the country and the identification and blocking of unauthorized betting sites.

A recent study by the regulator estimated that about 30% of the activity in the sector is informal. The objective of the operations, according to Guerra, is to reduce this figure and direct the sector towards formality.
“The inspection will begin frontally in the physical sector, although we are also working in the online field to identify illegal sites and block the access of players,”

Each site will be evaluated to determine if the providers are registered with Mincetur; if so, they will have a reasonable period before applying sanctions. Measures for illegal gambling The Peruvian regulator will not only block illegal betting sites but will also implement strict sanctions to discourage informality. Guerra explained that the sanctions will include the removal from the Peruvian registry of those providers that collaborate with informal operators, as well as fines of up to 200 UIT (almost one million dollars).
Additionally, the managers, directors and partners of these sanctioned companies will be banned for life from operating in the legal Peruvian market.
A formalization process in four phases

In Peru, the online gaming formalization process has been structured in four phases.
The first phase identified and authorized operators, and Mincetur is finalizing the second phase, which includes the registration of platforms. The final phase, which will formalize other providers, will be completed in March 2025.
The phased implementation responds to Mincetur's understanding of the dynamic and maturing nature of the online gaming market. Guerra emphasized that this gradual approach is essential to ensure a realistic and effective regulatory framework, allowing operators to adapt to changes.
