SAGSE Summit 2025: Tackling Illegal Gambling and Exploring Brazil’s Emerging Market

The SAGSE Summit 2025 successfully concluded its conference series at the Hilton Buenos Aires Hotel and Convention Center, focusing on combating illegal gambling and examining opportunities within Brazil's burgeoning gaming market. The event commenced with a welcome breakfast, followed by an opening address from Alan Burak, Vice President of Monografie, who announced the rebranding of the event to SAGSE South America to distinguish it from SAGSE Central America, slated for Panama.​

Jesús Mariano Acevedo, President of the Lotería de la Ciudad de Buenos Aires (LOTBA), the event's host lottery, delivered the subsequent opening remarks.​

Latin American Regulatory Landscape

The first segment, titled "Latin American Regulatory Landscape," featured Ida López, President of both the Instituto Provincial de Juegos y Casinos de Mendoza and the Asociación de Loterías Estatales Argentinas (ALEA). Drawing from a recent ALEA report, López emphasized the growing significance of online gambling in Argentina and expressed concerns over illegal gambling's expansion, particularly among minors. She advocated for a national policy to effectively address these challenges, highlighting the need for more robust tools and referencing pending legislation in the Chamber of Deputies.​

Cecilia Valdés, Executive President of the Asociación Chilena de Casinos de Juego (ACCJ), provided insights into Chile's industry, emphasizing casinos' roles in promoting tourism and gastronomy. She also addressed the proliferation of illegal gaming machines and underscored the necessity for new legislation encompassing online gambling.​

Livia Buzó, General Technical Coordinator of CONAJZAR, discussed Paraguay's recent enactment of Law No. 7438, which ends the monopoly in gambling operations, signaling new opportunities in the Paraguayan market. Giovanna Magalhães from APEJA further elaborated on these prospects.​

Georges Didier Flores, GLI's Regional Director for Latin America, examined Brazil's current regulatory process and its implications for lotteries and online gaming licenses. Roberto Palermo, President of Uruguay's Banca de Quinielas, concluded the segment with a comprehensive overview of Uruguay's betting and gambling market.​

Legal Framework, Security, and Responsible Gaming

The second segment, "Legal Framework, Security, and Responsible Gaming," featured Tomás García Botta, who delivered an engaging analysis of Argentina's evolving regulatory framework. Subsequently, Adrián Grassi from the Ministry of Justice of Buenos Aires, moderated by LOTBA Director Ezequiel Domínguez, discussed ongoing efforts to combat illegal gambling in the city.​

Brazil's Market Potential and Expansion Strategies

The third segment, "Opportunities in Brazil and Market Expansion," began with a presentation by Sofía Muñoz on customer engagement strategies in the gambling sector. This was followed by a panel featuring Natalia Nogues, CEO of Control F5; Leonardo Baptista, CEO & Co-Founder of Pay4Fun Payment Services; Paulo Giliade, CEO of Axtro Group; and Ignacio Fiorentino, Sales Manager Latam at Lgaming Affiliate Network. The panelists delved into the nuances of the Brazilian market, discussing player behavior, effective affiliation strategies, and the implications of new regulations.​

Networking and Future Outlook

The summit concluded with a closing talk and networking cocktail, providing attendees with opportunities for high-level networking and reflections on the event's discussions. The conference series not only facilitated networking among executives and industry stakeholders but also aimed to:
