Yuri Guerra outlines Peru’s regulatory landscape amid digital expansion

Lima, September 2025 – Peru’s gambling and betting sector is undergoing rapid transformation, with regulators working to strike a balance between growth and control. According to Yuri Guerra, Director of Gambling at the Ministry of Foreign Trade and Tourism (MINCETUR), the Peruvian market is entering a decisive phase shaped by new regulations and increased international attention.

Guerra emphasized that Peru’s legislation, updated in 2022 and fine-tuned over the past two years, now provides a comprehensive framework for both land-based and online gambling. This framework includes licensing requirements, taxation, responsible gaming protocols, and strict compliance obligations for operators. For Guerra, the message is clear: Peru wants a modern and sustainable gaming industry that aligns with global standards while protecting players.

One of the major developments has been the rise of digital betting and online casinos, which accelerated during and after the pandemic. Guerra acknowledged that international operators view Peru as a strategic hub in Latin America, not only for its growing player base but also for the clarity of its regulatory system. “We are positioning Peru as a reliable jurisdiction where transparency and enforcement are the norm,” he noted.

At the same time, Guerra warned that regulation is not static. Authorities are continuously monitoring risks such as money laundering, illegal operators, and the impact of advertising on vulnerable groups. Enforcement, he said, will remain a top priority, with unlicensed operators facing significant penalties and permanent exclusion from the market.

Peru’s example is already influencing neighboring jurisdictions. By offering a balanced tax regime and a clear legal pathway, the country has shown that it is possible to attract investment while safeguarding public interest. Guerra believes that maintaining this balance will be key to ensuring long-term success: “Our role as regulator is to guarantee fair play, protect consumers, and ensure that the economic benefits are shared with the wider society.” As Latin America’s gaming sector continues to expand, Peru’s regulatory model—described by Guerra as pragmatic yet firm—is likely to remain a reference point for the region.
