Holland Casino closed the first half of 2026 with a €6.1 million pre-tax loss, despite keeping revenue virtually stable, after the Netherlands raised the kansspelbelasting, its gambling tax, again to 37.8% from January 1, 2026.

The state-owned operator generated €391.2 million in gross revenue between January and June, compared with €390.9 million a year earlier. Land-based casinos contributed €361.5 million, while the online business generated €29.7 million, down from €30.8 million in H1 2025. More than 2.5 million visits were recorded across its properties.

The tax impact was decisive. Holland Casino paid €138.2 million in gambling tax during H1 2026, compared with €124.4 million a year earlier, an increase of €13.8 million, or approximately 11.1%.

The tax rate had already increased from 30.5% to 34.2% on January 1, 2025, before the latest rise to 37.8%. The rate is established under Article 5 of the Wet op de kansspelbelasting and is levied mainly on the brutospelresultaat, broadly equivalent to GGR.

CEO Petra de Ruiter, who has led the company since September 2022, warned that financial pressure continues to increase despite reductions in marketing and other operating costs. The CFO is Ruud Bergervoet, while Hans van Slooten serves as COO.

Holland Casino is 100% owned by the Dutch state, with shareholder rights exercised by the Ministry of Finance, headed by Eelco Heinen. The company holds the monopoly for land-based casino gaming under the supervision of the Kansspelautoriteit (KSA), chaired by Michel Groothuizen.

The regulator had already warned during 2026 that higher taxation could weaken channelisation toward licensed operators. Holland Casino, which operates 13 land-based casinos, also reduced its pandemic-era tax debt from €147.2 million to €112.5 million during the half-year period. In 2025, the company had posted €33 million in pre-tax profit, after a €1.3 million loss in 2024, although Holland Casino had already described that result as partly exceptional.
