Greece has officially greenlit the highly anticipated Project VORIA, a €300 million integrated casino and hotel complex set to transform Maroussi, a northern suburb of Athens. The development, led by North Star Entertainment, includes a five-star hotel, casino, conference center, restaurants, and entertainment venues, marking one of the country's most significant hospitality investments in recent years.

The Council of State recently upheld Presidential Decree 36/2023, dismissing legal challenges to the project’s zoning plan and clearing the way for construction. Groundbreaking is expected in the coming months, with the complex projected to create around 1,000 jobs during construction and operational phases.
A key component of Project VORIA is the relocation of the historic Mont Parnes Casino, currently located on Mount Parnitha, to a new 8,500-square-meter facility within the development. The move aims to modernize the casino’s offerings and increase accessibility for domestic and international visitors.
The project incorporates sustainability-focused planning, with more than 17 stremma (4.2 acres) dedicated to green space and an additional 25 stremma (6.2 acres) preserved for public use. Notably, the developers have opted to exclude shopping malls to avoid competing with local businesses.

To address traffic concerns, North Star Entertainment will also finance major transportation infrastructure upgrades around the site.
Greece has opened a consultation on how casinos are operated , and will close Sept 15

CEO Yiannis Tsirikos stated that Project VORIA will establish Maroussi and Athens as “a leading tourism and business destination,” promising “a unique blend of luxury, innovation, and sustainability.”
