Lisbon, September 2025. – The autonomous city of Ceuta closed its participation at the SBC Summit Europe 2025 with a positive balance, as the major industry event in Lisbon wrapped up this week, bringing together leading stakeholders from the global gaming and online betting sector.
Throughout the summit, Ceuta’s delegation reinforced the message that the city has become a strategic iGaming hub in Europe, thanks to a model that combines unique tax advantages, reliable connectivity to mainland Spain, and specialized training programs for the digital industry.

Felippe Masa, representing Ceuta’s mission at the event, highlighted the city’s fiscal regime as the key factor attracting international operators. The most significant incentives include:
- Reduced 10% tax on net gaming profits, compared to the 20% applied elsewhere in Spain.
- Corporate tax benefit of 7.5% during the first two years of activity.
- Significant reductions in wealth, inheritance, and gift taxes, along with lower local levies.
- A highly reduced 0.5% IPSI rate (Production, Services, and Imports tax) on services related to online gambling operators.
These conditions, combined with affordable operating costs and direct transport links (ferries, flights, and regular connections with mainland Spain), have positioned Ceuta as an attractive base for companies looking to expand into the European gaming market.
Ceuta’s consistent presence at international forums such as the SBC Summit Europe further reinforces its global visibility strategy, showing how a small jurisdiction can gain international relevance in a highly competitive industry.
