Denmark’s “banko bill” sets clear rules for radio and walkie-talkie bingo

Denmark is moving to bring one of its most traditional games, Banko, firmly inside the regulated gambling framework with a new “banko bill” that targets radio and walkie-talkie bingo. Lawmakers want to protect community fundraising while closing loopholes in a market where small-scale charity games have operated in a grey zone for years.

Under the proposal, Banko will be recognised as a distinct gambling product, supervised by the Danish Gambling Authority. Local associations, clubs and charities will be able to apply for a specific Banko licence instead of facing the cost and complexity of a full casino or lottery licence.

The bill sets out a light-touch but clearly defined regime. Organisers will pay an annual licence fee of DKK 1,000, aimed at keeping compliance affordable for small community operators. Turnover will be capped at DKK 1 million per year, ensuring that Banko remains a non-commercial, fundraising-oriented activity rather than a profit-driven gambling business.

Prize distribution rules are also defined: at least 80 percent of stakes must be returned to players, maintaining the spirit of community engagement. Any profit remaining after payouts would face a 28 percent levy, bringing Banko into alignment with broader Danish gambling taxation. If approved, the new rules are expected to take effect on 1 January 2026.

Regulators and stakeholders view the bill as a natural continuation of Denmark’s broader 2025 gambling reform, which includes stricter advertising rules, enhanced licensing requirements and updated responsible-gambling obligations across the industry. The Banko Bill highlights Denmark’s intention to embrace cultural gaming practices while reinforcing compliance and consumer protection. With clear licensing pathways and transparent financial rules, Denmark is positioning Banko as a legal, well-regulated and socially grounded activity for the years ahead.
