Europe’s online gambling sector thrives: EGBA 2025 report celebrates record growth and safer play”

The European Gaming and Betting Association (EGBA) has released its 2025 Annual Activity Report, revealing record-breaking growth, safer gambling milestones, and a decisive shift toward competitive multi-licensing across the EU.

In 2024, EGBA members’ gross gaming revenue surged 15% to €13.5 billion, while total stakes rose 11% to €215.6 billion. Players earned a record €202.1 billion in winnings, and the average return-to-player rate remained high at 93.7%.

Significantly, casino games led the industry with €7.0 billion in revenue, followed by sports betting at €5.5 billion. EGBA also highlighted a 31% increase in online stake volume, emphasizing the continued growth of the regulated market.

On the consumer protection front, the report marks major advances. EGBA's Safer Gambling Week 2024 reached 3.1 million people in 26 countries, with 195 stakeholders, including eight national regulators. A record 21 million players (65%) used safer gambling tools, with over 67.6 million safety messages sent—demonstrating a commitment to data-driven responsibility.

Regulatory leadership remains central to EGBA’s mission. With Finland preparing to abandon its gambling monopoly, all EU member states are now on track for multi-licensing regimes—a major victory for EGBA’s long-standing advocacy.

EGBA also led the charge against black market gambling, releasing a joint letter from its members warning that overly restrictive rules could push players to unsafe, unlicensed sites. In parallel, the group expanded its anti-money laundering guidance and engaged with the European Banking Authority (EBA) on AMLA implementation.

Further collaborations included knowledge-sharing forums with regulators from 20+ jurisdictions and high-profile appearances at events like ICE London, SBC Summit Lisbon, and the EU Parliament’s 2024 elections forum.

The report concludes with a strong message from Secretary General Maarten Haijer: “We are raising standards and guiding the sector towards a sustainable path. With 321 licenses across 21 countries, EGBA members are building Europe’s most trusted online gambling environment.”
