Finland moves towards gaming license system, ending Veikkaus monopoly by 2026

Yesterday February 12, 2025, the Finnish Parliament (Eduskunta) held a key debate on the proposed New Gambling Act, a law aimed at replacing the state monopoly managed by Veikkaus Oy with a licensing system that would allow private operators to enter the Finnish market.

The primary goal of this reform is to reduce gambling-related harm and improve the channeling of betting activities into regulated platforms. According to the parliamentary discussion, the new licensing system is expected to take effect in January 2026, covering both online casinos and sports betting platforms.

Finland’s government aspire to the creation of a regulated gambling market by 2026.

One of the most debated issues was the potential increase in gambling addiction risks and its impact on the country's healthcare system. A legislative review board has requested further information before moving forward with the proposed law.

Alongside the structural changes in the gambling industry, the government has also modified the financial policy regarding gambling revenues. Previously, funds generated by Veikkaus Oy were allocated to non-profit causes under the Lottery Act. However, following legislative amendments in early 2024, these revenues are now directed into the state budget and can be used for any governmental expenses.

Several key parliamentarians participated in the debate, including Antti Lindtman (Social Democratic Party), Kai Mykkänen (National Coalition Party), Ville Tavio (Finns Party), and Anders Adlercreutz (Swedish People's Party). Other notable participants included Emma Kari (Green League), Jussi Halla-aho (Chair of the Administration Committee), Sari Essayah (Christian Democrats), and Li Andersson (Left Alliance).

Lawmakers expressed a wide range of views on the reform, highlighting the significance and potential impact of this major shift in Finland’s gambling industry. The Finnish Parliament is expected to continue evaluating and refining the legislation before its final implementation in 2026.
