SANTIAGO DE COMPOSTELA – A modification to Galicia’s Gaming Law, included in the accompanying bill for the regional budget, will expand the list of entities authorized to organize "social bingo" events and introduce a prize limit for informal raffles.
Galicia prohibits bingo of more than €300.
The amendment to Article 2 of the 2023 Galician Gaming Law will allow legally registered Fiesta Commissions (Comisiones de Fiestas) to organize social bingo. Previously, this activity was restricted to nursing homes, day centers, and cultural or sports associations. The purpose of these social games is recreational, and they are not to be run for profit.

The rule maintains a limit of four sessions per month for all authorized organizations.

Additionally, a new clause has been added to Article 26 of the same Law to regulate traditional, family, or friendly raffles. This new rule sets a maximum prize value of €600 for these types of informal raffles, which are not subject to administrative authorization, provided they are not for profit and are organized only sporadically (annually or less frequently).

An organization will be deemed to be operating for profit if the total amount raised from tickets or ballots exceeds the total value of the prizes offered by 10%. This exemption from administrative authorization is distinct from any applicable tax legislation. The changes aim to balance social tradition with regulatory oversight.
