Insights from Regulating the Game 2025: Balancing Regulation and Innovation in Australia’s Gambling Industry

Published date: 2025-03-12

The Regulating the Game 2025 conference in Sydney has brought together industry leaders, regulators, and stakeholders to discuss the future of Australia's gambling sector. A key theme emerging from the sessions is the delicate balance between regulation and innovation to ensure a sustainable and responsible industry.

Michael Phelan, former CEO of the Australian Criminal Intelligence Commission (ACIC), cautioned against excessive regulation and taxation, highlighting the risk of driving players toward illegal operators. Drawing parallels with the tobacco industry, Phelan emphasized that over-regulation can lead to reduced visibility and control, making it challenging to monitor and mitigate illicit activities. He stressed the importance of maintaining a regulatory equilibrium that safeguards both the industry's integrity and consumer interests.

In a strategic move to enhance Australia's global gaming appeal, David Tsai, CEO of Crown Resorts, outlined plans to transform Crown Melbourne into a premier international destination. Acknowledging that the resort had lost some of its global prominence, Tsai detailed initiatives to revitalize the property by introducing diverse hospitality offerings and world-class partnerships. The goal is to position Melbourne alongside renowned entertainment hubs like Singapore, Las Vegas, and Macau, thereby attracting a broader spectrum of international tourists.

The conference also featured discussions on technological advancements, responsible gambling practices, and collaborative approaches to policy development. Participants explored the integration of innovative technologies to enhance regulatory compliance and improve player protection mechanisms. The emphasis was on fostering a culture of responsibility while encouraging industry growth and adaptability.

As the conference progresses, stakeholders are expected to continue deliberating on strategies that balance robust regulation with the need for industry innovation. The insights and collaborations emerging from Regulating the Game 2025 are poised to shape the future trajectory of Australia's gambling landscape, ensuring it remains both competitive and conscientious.
