Italy’s ADM allows subdomains but keeps strict “single-site” rule for online gambling

Italy’s Customs and Monopolies Agency (ADM) has issued new guidance to the country’s 46 remote gambling concessionaires, confirming that operators may use subdomains for technical access while maintaining a hard “single-site” obligation aimed at curbing “skins” and preventing a multiplication of gambling portals.

The clarification, issued under Article 6 of Legislative Decree No. 41 (25 March 2024), reiterates an “absolute prohibition” on opening and operating multiple websites for gambling collection. Under ADM’s interpretation, each licensee must operate exclusively through one website linked to its concession, using Italy’s national “.it” domain and remaining under the operator’s direct ownership and management. ADM also stresses that the site—or even parts of the gambling offer—cannot be made available to third parties, even when those entities belong to the same corporate group.

ADM’s permission for subdomains is therefore limited and conditional. Subdomains may be registered in DNS only if they do not function as autonomous sites and merely facilitate access to the single authorised website. Their existence and purpose must be declared during compliance assessment conducted by authorised verification bodies.

The regulator also set a numerical ceiling: operators may activate a maximum of one subdomain per game type. The categories cited include fixed-odds betting (sports and non-sports), prediction contests, betting exchanges, virtual betting, horse-race betting, fixed-odds skill/chance games, online casino and poker, and remote bingo. ADM additionally allows subdomains dedicated to player login or purely informational purposes—provided they do not enable gambling collection “in any form,” including through links or redirects to the offering site.
