Regulatory offensive: Athens government intensifies crackdown on €1.6 billion shadow gambling market

Greek authorities launched a legally sanctioned operation targeting the estimated €1.6 billion shadow gambling industry that operates across the country. The move involves the compulsory closure of illegal venues, including internet cafés and private clubs, identified as hubs for unlicensed betting activities. Recent official data from the Greek Gaming Commission confirms the scale of this underground market, posing a major challenge to the nation’s legal frameworks and economic stability.

Greece’s Deputy Minister for Digital Governance, Giorgos Georgantas, described the initiative as a “necessary measure to restore legality and protect consumers from unregulated and potentially harmful gambling practices.” He stressed the government’s determination to intensify enforcement efforts and highlighted that the crackdown aligns with broader policies to stabilize the gambling sector while safeguarding public welfare.

The enforcement action is rooted in Law 4002/2011 on gambling regulation, strengthened by recent amendments designed to tighten controls on unauthorized operators and increase penalties for violations.

This legal framework authorizes the Greek Gaming Commission to impose immediate sanctions on venues facilitating illegal betting networks. The regulations aim to prevent financial crimes such as money laundering and promote responsible gaming in the formal market.

Economically, dismantling the shadow market is expected to redirect significant revenue flows into the official economy, increasing tax collection and reducing illicit financial activities. Nevertheless, enforcement agencies face operational challenges in maintaining ongoing surveillance and compliance. The policy intends to recalibrate market dynamics by encouraging legitimate operator compliance and protecting licensed businesses from unfair competition posed by unregulated entities.

This government crackdown represents a decisive regulatory offensive aimed at dismantling entrenched illegal gambling practices in Greece.
