Peru’s online gaming and sports betting industry is quickly becoming a regional benchmark, following the successful implementation of Law No. 31557, which came into full force in February 2024. Since then, the Peruvian government has authorized 4,516 land-based gaming halls and over 60 licensed online platforms, positioning the country as a leader in Latin America’s regulated gaming ecosystem.
The impact of the new regulatory framework has been immediate and measurable. According to Peru’s Ministry of Foreign Trade and Tourism (MINCETUR), the country has already reduced illegal gambling activity on digital platforms by 40%, while generating significant new tax revenue and enhancing player protection. The law includes stringent licensing procedures, tax obligations, player identification protocols, and tools to promote responsible gambling practices.

Against this backdrop, Lima will host the 9th Ibero-American Gaming Summit on May 27–28, 2025, under the theme “Innovation and Regulation: The Future of Gaming in LatAm.” The event will gather top regulators and industry executives from countries such as Brazil, Chile, Colombia, the Dominican Republic, Panama, Bolivia, Ecuador, Paraguay, Puerto Rico, and Peru itself.
Peru Cuts illegal online gambling by 40% after regulatory crackdown
Key topics to be addressed include:
- The growth of iGaming and digital transformation
- The role of artificial intelligence in personalizing player experiences
- Taxation and regulatory harmonization
- Player protection and social responsibility
- Best practices in combating illegal gambling
The summit is viewed as an opportunity for Peru to showcase the benefits of regulation over prohibition and position itself as a hub for dialogue, innovation, and sustainable development within the gaming industry.

MINCETUR has emphasized that formalizing the industry creates not only fiscal benefits but also greater transparency, player security, and technological innovation. The summit reinforces Peru’s leadership in this transition and offers a platform for collaboration among governments and operators seeking long-term stability and growth.
As more jurisdictions debate how to respond to the digital boom in gaming, Peru’s approach offers a compelling case study: rather than shutting down the industry, regulating it fosters economic opportunity, deters illegal activity, and ensures safer environments for consumers.
