Plínio Lemos Jorge, president of Brazil’s National Association of Games and Lotteries (ANJL), says legalizing the gambling sector—including casinos, bingo halls, online games, and even jogo do bicho—could spark significant economic benefits for the country. In an exclusive interview with Focus Gaming News, Jorge highlighted how regulation could deliver job creation, more transparent tax collection, and a boost to regional tourism in areas that lack visibility on the national map.

Jorge emphasized that formalizing what is now largely underground activity would not only allow the government to take control but also ensure greater transparency and oversight. He noted theimportance of implementing effective responsible gambling policies as the sector opens up.

The real game‑changer, according to Jorge, would be the potential to transform Brazil into a strategic entertainment destination that attracts international tourists. He also pointed out that regulation would help channel illicit activity into a supervised, socially beneficial industry.The proposed Bill 2.234/2022, which legalizes the gambling industry, is expected to go before Brazil’s Federal Senate in the second half of 2025. If approved, it could finally bring Brazil in line with other countries that use gambling regulation to generate revenue and improve public infrastructure.
