Montana has become the first U.S. state to enact a full ban on online gambling, marking a major shift in the American gaming landscape. Governor Greg Gianforte signed Senate Bill 555 into law earlier this year, with the measure officially taking effect on October 1, 2025. The legislation criminalizes virtually all internet-based gambling activities, targeting sweepstakes casinos and prediction markets that had operated through legal loopholes.
Under the new law, any company or individual that “knowingly transmits or receives gambling information” or “accepts digital bets or payouts” faces severe penalties. Offenders can receive fines of up to $50,000 and prison sentences of up to 10 years. Regulators said the measure aims to protect consumers from unregulated operators that use virtual currencies or digital tokens redeemable for cash.
Land-based tribal casinos and sports betting through the Montana Lottery remain legal, but all other online wagering is prohibited. The sweeping reform follows mounting pressure on lawmakers to address what they describe as a rise in unlicensed online activity posing financial and social risks.
Industry observers see Montana’s decision as both a legal warning and a possible precedent for other U.S. jurisdictions reconsidering their online-gaming frameworks.
